The position is located in the OR/WA State Office in the Northwest Oregon District Springfield, Oregon or the Coos Bay District, North Bend, Oregon.
Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.
Duties
As the Planning and Environmental Specialist, the specialist: ensures that the proper policies, guidelines, and procedures are used in the preparation of all land use planning and NEPA documents. The specialist works with project leaders and interdisciplinary teams (IDT) that are organized as needed to work on specific planning and National Environmental Policy Act (NEPA) document components. This includes working with team leaders, the IDT, senior specialists and Field and District Office managers and supervisors to prepare and monitor time schedules for Field Office planning efforts. The specialist works closely with the District Public Affairs Officer, the project lead, and managers to ensure adequate public participation in the planning process. The specialist reviews all planning and NEPA documents to see that they read smoothly and correctly and that the various portions are coordinated within the interdisciplinary team, and, as necessary, with other reviewing personnel including senior resource specialists or reviewers in other offices (e.g., cooperating agencies or the State Office.) The specialist ensures that land use planning efforts in the District/Field Offices are well coordinated with other local, State and Federal agencies. Reviews environmental assessment documents prepared in the Field Office to ensure compliance with all applicable laws and regulations. Assists EA team leaders in determining level of detail, scope of analysis, and monitors the quality of the documents being produced. Ensures that the analysis is clear and consistent and makes corrections as needed. Ensures documents are provided the appropriate NEPA number, are uploaded to ePlanning, and that the administrative record is complete. Develops and works to publish or post information regarding completed, in-progress, and future planning document availability. The specialist serves as procedure and policy coordinator on all NEPA and planning documentation matters for the Field Office. The specialist provides input to management on the annual and out-year work plans. The specialist assesses the requirements for Field Office staff training and arranges for or provides training to the project leads and IDTs in the NEPA document development process. This includes the analysis of effects of resource management action proposals and alternatives, land use allocations, and the monitoring and implementation of NEPA and planning decisions.
Requirements

Qualifications
In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
Minimum Qualification Requirement, GS-09:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Assisting with the proper formatting, guidelines, and procedures used in the preparation of land use planning documents; (2) Preparing and monitoring time schedules for office planning efforts; (3) Assisting in determining level of detail, scope of analysis, and reviewing the quality of environmental analysis documents being produced; and (4) Providing assistance in the development of public information regarding availability of completed, in-progress, or future planning documents.
OR
Education: Have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position.
OR
Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
Minimum Qualification Requirement, GS-11:
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Identifying or recommending changes for improvement on current policies or programs; (2) Applying policies for planning, managing, or resolving varied problems of program operations; (3) Presenting audit and investigative reports to management; and (4) Developing cooperative working relationships with managers, co-workers, and external parties to accomplish organizational objectives.

Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities in related disciplines to conduct the work of this position.
OR
Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level and One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
