The Loma Linda Veterans Health Care Systems is currently recruiting for a Supervisory Logistics Management Specialist (Chief of Supply Chain Management) which reports to for the Associate Director for Resource's Office. The primary purpose of the Supervisory Logistics Management Specialist is to serve as the Supply Chain Management Service Chief of the VA Loma Linda Healthcare System.

Duties

Duties include but are not limited to: Integration: Serves as the senior logistics management officer for a VA HCS (with multiple campuses) and supported catchment area, integrating acquisitions and procurement, logistics and related support and services for the supply chain, expendable/non-expendable (EX/NX) and capital equipment, inventory management, storage and distribution operations, total supply support, and in some cases transportation, mail room, and reproduction. Integrates and aligns acquisition, delivery and management of supplies, equipment and services to ensure the successful delivery of patient care. Standardizes business processes, establishes performance measures and analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the system and supported catchment area. Directs the supply chain, to include budget projections and execution for logistics programs and contracts, utilizing an understanding of the role of logistics in healthcare system and VISN financial, business, capital asset management, clinical, and administrative operations. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS, and technical guidance and assistance to all organizational logistics personnel pertaining to logistics. Performs broad and comprehensive formal studies of benefits, impacts, characteristics and problems associated with logistics policy. Analyzes the supply chain, developing actions as a result of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system. Analyzes and coordinates information and requirements with the healthcare system, VISN and VACO in the area of acquisitions and procurement, supply, equipment and medical readiness. Conducts audits, compliance reviews and program effectiveness and efficiency reviews of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures. Oversees all activities involved in providing needed logistics support, to include capital asset planning, strategic sourcing of commodities through vehicles such as the Medical/Surgical Prime Vendor (MSPV) contract and other contract vehicles. Serves as the liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office (P&LO); to include the Director of the appropriate Acquisition Service Area Office (SAO). Establishes, maintains and promotes VA HCS and supported catchment area logistics personnel training and professional development programs, which are integral to the success of the logistics program. Engages customers regularly and coordinates satisfaction surveys with customers to determine their needs and satisfaction with the manner in which the logistics system is meeting those needs; advises vendors and suppliers of VHA logistics programs and business opportunities. Materiel Management and Control: Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for receipt of title to final utilization and disposal. Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory. Monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan, and adjusts plans and schedules to mitigate those impacts (the logistics plan includes acquisition of all materiel and services associated with the operation of a VA HCS and supported catchment area). Work Schedule: Monday-Friday 7:30am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
