About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Fort Sill is an Army post north of Lawton, Oklahoma, about 85 miles southwest of Oklahoma City. It is designated as a National Historic Landmark and serves as home of the United States Army Field Artillery School.

Duties

Serve as a Geospatial Intelligence (GEOINT) exploitation specialist conducting analysis in a given area of interest. Perform daily intelligence production and geospatial analysis. Serve as a point of contact in the field of operational GEOINT processing, exploitation, and dissemination (PED) and provide recommendations on the same. Utilize knowledge of GEOINT concepts, principles, and practices to develop GEOINT products. Process and exploit a variety of Geospatial Intelligence (GEOINT) data.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a TOP SECRET Security Clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Temporary duty (TDY) travel is required up to 20% of time.
  • Shift work may be required.
  • Two year trial/probationary period may be required.

This is a developmental position, which may be filled at the entry level of GG-09 or at the full performance level of GG-12. If filled at the entry level, the incumbent may be noncompetitively promoted to the full performance level after meeting all regulatory requirements and upon the recommendation of management. In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. For the GG-09 level: One year of specialized experience equivalent to the GG/GS-07 grade level in the federal service. Specialized experience is defined as experience: 1. Perform basic research/analysis to prepare intelligence reports. AND 2. Experience with the intelligence process, such as tasking, collection, analysis, or dissemination. OR A Master's Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as International Relations, Foreign Area Studies, Political Science, Geography, Foreign Affairs, International Law, History, Economics, Demography, Engineering, Law, Sociology, Psychology, Military Science, Cartography Social or Cultural Anthropology and/or Physical or Chemical Science; OR a Non-Closely Related Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. OR A Master's Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (18 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted with application). For the GG-12 level: One year of specialized experience equivalent to the GG/GS-11 grade level in the federal service. Specialized experience is defined as experience: 1. Provide advice and/or guidance on Geospatial Intelligence (GEOINT) processing, exploitation, and dissemination (PED). AND 2. Use Geospatial Information Systems (GIS) applications to perform geospatial analysis. For the GG-12 level: Applicant must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
