You will serve as a MECHANICAL ENGINEER (Fuel Containment Technical Specialist) in the Fuel Systems & Aerial Refueling (FSAR) Branch, Subsystems Engineering Division, and Air Vehicle Engineering Department of NAVAIRWARCENAC DIV. The incumbent, as empowered by the Branch Head, serves as the technical authority for flight clearance/grounding decisions related to fuel containment. Salary with control point: Lakehurst, NJ: $143,559 - $186,629 Patuxent River, MD: $139,395 - $181,216

Duties

You will serve as the agency's technical expert in the development of aircraft fuel containment (manned, unmanned, ABFD) systems engineering instructions and procedures for the Command. You will develop and implement new technologies and engineering approaches to advance the state of the art and improve fleet capability, availability, affordability, and safety. You will provide leadership and expert advice to the Air Systems Group and Programs. You will coordinate personnel, processes, facilities, funding and technical and administrative policy issues with other teams, branches and divisions. You will ensure the integrity and accuracy of technical summaries, reports, position papers, and status reports on relevant Team activities and initiatives. You will formulate Science and Technology strategies, roadmaps, and initiatives related to novel fuel containment materials and new manufacturing processes. You will lead and support Program Level and Executive Level Readiness Control Board fuel containment degrader initiatives. You will identify problems arising during the development of a new aircraft design or modification of an in-service aircraft, establish the optimal approach to solving the problem, and oversee the efforts of engineers executing that approach.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS 12/13) grade level or pay band (DP-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing, formulating and administering engineering requirements to be embodied in technical criteria and documentation governing aircraft and fuel containment design, analysis, test and performance; 2) Creating standards and guides for use of field personnel for inspections of fuel containment systems; 3) Exercising judgment and ingenuity that deviate from such traditional methods and then adapting and developing new methods as required; 4) Maintaining a continuous overview of aircraft fuel containment readiness to determine the adequacy and effectiveness of engineering policies, procedures and solutions; and 5) Evaluating proposed designs and development programs in support of second source efforts. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
