About the Position: This position is in the Defense Health Agency (DHA), Headquarters Support, Asset Management Division and is located in Falls Church, VA. A relocation incentive may be authorized. Salary negotiation may be available for those highly qualified candidates who are new to Federal service.

Duties

Perform the full range of delegated supervisory duties to include planning/assigning work, setting and adjusting short and long-term priorities, performance management, interviewing/making selections, effecting minor disciplinary actions. Oversee management of DHA logistical and property management programs. Plan and establish both current and long-term objectives for Asset Management within the agency. Ensure the development and execution of property management planning policies and procedures to accomplish assigned mission. Conduct field surveys and staff assistance visits to review property management operating procedures used by activity level to assist them in solving management and operational issues. Provide expert analysis, advice and counsel to the primary Property Officers and other key management officials on property accountability and property acquisition to assist in the management of lifecycle management decision-making process. Maintain 100% property accountability of Government property using the Defense Medical Logistics Standard Support (DMLSS) system. Responsible for developing and tracking all DHA printing activities, shipping requirements and costs for each press run. Provide oversight of the Print contract and develop new and recurring requirements. Prepare Statement of Work and Performance Requirements for new print contract acquisition. Develop print production and delivery schedules, collect quantity requirements from contractors, marketing and customer service representatives (CSRs), ensure on time and accurate delivery of materials Serve as the task manager/contracting officer's technical representative (COTR) for support contractors.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
