The position provides professional architecture/engineering project management guidance on planning, designing, construction, electrical, mechanical systems and fire protection. Supports the implementation of park asset and development management plans with the goal of improving visitor experience, protecting and restoring cultural resources. Manages single-disciplinary to multi-disciplinary design and construction projects involving both single and multiple-year phasing.

Area Information This position is duty stationed in Philadelphia, PA, the 6th largest city in the country. World class educational institutes, medical facilities, and cultural activities abound. Philadelphia is in a humid continental climate zone. Summers are warm and humid, and winters are fairly mild. The Atlantic Ocean is 60 miles to the east. Some staff live near the park and others commute. Transit subsidies are available for public transportation. Edgar Allen Poe National Historic Site (EDAL), Gloria Dei National Historic Site (GLDE), Independence National Historical Park (INDE), and Thaddeus Kosciuszko National Memorial (THKO) (collectively, National Parks of Philadelphia) will commemorate the 250th anniversary of the signing of the Declaration of Independence in 2026. The area will experience increased visitation and many special events. The Interdisciplinary Project Manager is a dynamic and challenging position. MAJOR DUTIES: Provides engineering expertise to perform or direct design, construction, operations, and maintenance of park facilities and systems. Performs or directs performance of planning, design, and construction projects based on professional standards, Federal, state, and local laws, and with technical accuracy. Provides contract administration skills to manage planning, design, and construction contracts for life safety and physical security projects. Prepares or directs the preparation of planning, design, and construction documents meeting technical requirements for procurements. Utilizes a wide variety of computer systems, computer-aided design and drafting programs, graphics software, and peripheral equipment for planning, design, and construction projects. Prepares construction documents (e.g. detailed plans, specifications, cost estimates, and other supporting documentation) for advertised or negotiated procurements. Serves as the Contracting Officer's Representative (COR) to the Contracting Officer on design and construction projects. During the course of these projects/contracts, ensures the contractor's performance meets the technical requirements of the procurement. Participates as a member of a team to solicit, evaluate and select either professional service with Architectural/Engineering (A/E) firms for design tasks or construction contracting to construct a facility. Evaluates and recommends the work of these firms to ensure technical competency, compliance with regulations and expertise with similar work. Conducts or supervises physical inventories and evaluation of fire suppression, fire detection, intrusion detection, and other systems in government facilities. Carries the primary responsibility for keeping up to date the ''as maintained" drawings for the park, gathering information from ''as constructed" drawings and actual surveys. Works with in-house maintenance crews to observe, record, and diagnose deficiencies in life safety and physical security systems, to recommend corrective actions, interim control measures, and generates cost estimates for repairs. Prepares documentation in order to meet National Historic Preservation Act and National Environmental Policy Act requirements. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-07/23/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To meet the basic education requirements for the engineering series (0801/0804/0830/0850) you must possess following qualifications by close of the announcement: Possess a degree in professional engineering. To be acceptable the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Possess a combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration or licensure-- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum-- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive. To qualify for this position at the GS-09, GS-11 and/or GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: GS-09 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Developing construction projects; Monitoring construction projects; Providing technical condition assessments and investigation for fire protection, inspections and program compliance; Working in the discipline of either general, fire, mechanical or electrical engineering. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. GS-11 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Conducting investigations of project sites; Managing complex projects, design, construction, maintenance, operations and fire protection; Maintaining coordination of planning efforts to include multiple entities and alternatives; Managing compliance and permit processes, negotiations, oversight of contractors, management of fiscal resources. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. GS-12 EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors).
