The position functions as an Automated Data Processing Applications Coordinator (ADP AC)/Program Analyst in the Health Administration Service at the James A. Haley Veterans' Hospital, Tampa, FL. As an ADPAC, the incumbent works in the Performance Improvement section and is responsible for overall management of the Decentralized Hospital Computer Program (DHCP), and core MAS software packages.
Duties
The incumbent provides staff support to the Assistant and Chief, HAS analyzing, administering, coordinating, testing and monitoring operating programs as they relate to Application Data Processing (ADP) systems. Duties include, but are not limited to:
Serves as an expert resource point in working with other services in the medical center and from other V AMCs on applications including Admission/Discharge/Transfer (PIMS), Registration, CIRN, Master Patient Index File, Patient Data Exchange, Automated Medical Information Exchange (AMIE), Hospital Inquiry (HINQ), Patent Funds, and other related modules as necessary.
Responsible for VISN Bed Letter with changes, ward, room, bed setups, Bed Status Report, Gains and Losses (G & L), trouble shooting problem areas and taking appropriate corrective action.
Collects and analyzes information about the ADP program's impact on workload of day to day operations and recommends (verbally and
in writing) adjustments as needed for implementation of new programs, solutions to problems, etc.
Work with IRMS in installing, maintaining, upgrading software and testing patches.
Provide training to supervisors, and others as requested, on HAS type applications and their interrelated programs.
Approve service level menus, options, access codes, and file manager codes at a controlled level, which allows new users maximum access while maintaining the security and integrity of all other programs and the privacy of patient information.
Must have the skills in operating personal computer software programs including but not limited to Microsoft Word, Access, Excel, and PowerPoint.
Creates reports to perform ongoing data collection and analysis and uses knowledge of ACA and System Redesign principles to determine organization performance.
Auditing data and performing data validation studies, working with the other hospital personnel on a daily basis, writing of policies and procedures and statistics.
Employs management analysis techniques and methods to develop and refine information for reports, addressing such elements as work measurement, trend analysis, efficiency, effectiveness, productivity and tangible benefits and to assess the success or failure in
attaining program operational goals/objectives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 7:00 AM - 3:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Serves as a point of contact for the medical center on all training matters relating to the units of the Health Administration Service (HAS) computer system, coordinating training and monitoring the needs of users.
Collects and analyzes information about the ADP program's impact on workload of day to day operations and recommends (verbally and in writing) adjustments as needed for implementation of new programs, solutions to problems, etc.
Provide training to supervisors, and others as requested, on HAS type applications and their interrelated programs.
Aid in documentation and resolution of software problems with Information Management Service (IMS).
Approve service level menus, options, access codes, and file manager codes at a controlled level, which allows new users maximum access while maintaining the security and integrity of all other programs and the privacy of patient information.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education with combinations of successfully completed graduate education and specialized experience directly related to the work of the Medical Administration Specialist position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position.
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Provides staff support to the Assistant and Chief, HAS analyzing, administering, coordinating, testing and monitoring operating programs as they relate to Application Data Processing (ADP) systems.
Serves as an expert resource point in working with other services in the medical center and from other VAMCs on applications including Admission/Discharge/Transfer (PIMS), Registration, CIRN, Master Patient Index File, Patient Data Exchange, Automated Medical Information Exchange (AMIE), Hospital Inquiry (HINQ), Patent Funds, and other related modules as necessary.
Work with IRMS in installing, maintaining, upgrading software and testing patches.
Compares systems of the agency with those of other services to secure refinement, changes, or modifications in existing agency systems.
Developing and carrying out appropriate training on new and existing MAS software programs and processes.

Physical Requirements: Physical demands are no greater than any other management position, involving frequent walking, bending, sitting, etc., although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. The work will involve some physical moving of computer equipment.
