You will serve as a FINANCIAL MANAGER as the Assistant Deputy Comptroller, Naval Air Warfare Training Systems Division (NAWCTSD), Naval Air Warfare Center Aircraft Division (NAWCAD), Comptroller Group.

Duties

You will interpret and apply policy and guidance as it applies to a Navy Working Capital Fund activity. You will be responsible for the appropriateness of funds to be charged for services to be provided. You will provide guidance based on NAVAIR and NAWCAD policy for Payroll and P-Card services to site personnel. You will serve as NAWCAD Comptroller representative for financial issues with NAWCTSD. You will provide local support and guidance for Audit Readiness activities.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (NM-04) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Applying concepts, principle, practices, laws and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Providing advice on effective and efficient methods for the acquisition and use of funds to support the organization programs and activities; 3) Developing and implementing budgetary/financial policies; 4) Leading, supervising, motivating and counseling employees.
