This position serves as the Healthcare Education Officer, Education & Learning Resources. The Healthcare Education Officer, Education & Learning Resources, has the primary responsibility for planning, developing, implementing, directing, evaluating, and coordinating the overall education program at the Aleda E. Lutz Veterans Affairs Medical Center.

Duties

Duties include but are not limited to: Supervises and directs subordinate staff including, but not limited to, bachelor's and master's level instructors, nurses (Bachelor's of Science in Nursing, Master's of Science in Nursing and doctoral), certified Basic Life Support and Advanced Cardiovascular Life Support instructors, and other staff from all areas of the Education Service. Provide overall coordination and integration between and among all services and programs in delivering cost effective, customer driven training, education and staff career development. Maintain a focus on the learning needs of the entire Medical Center workforce and will be responsible for developing multidisciplinary programs and learning aids to meet those needs. Assist services with the identification, development and implementation of any new agreement with schools or departments. Supervises and maintains a core education and training program for patient health education activities including the maintenance and expansion of a center-wide focused patient health education center including the development of handouts, educational newsletters, webpage(s), pamphlets and appropriate templates for the Computerized Patient Record System (CPRS) to ensure appropriate documentation by providers of all patient health education. Functions as a part of the medical center management team and actively participates in or serves as chair to numerous medical center committees. Develop and maintain a core education and training program through the provision of programs that will address the Medical Center-wide, Veterans Integrated Service Networks- wide and Veterans Health Administration mission, goals, and values. Other duties as assigned. Work Schedule: 8:00am - 4:30pm Monday - Friday Telework: Veterans' Affairs supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Applicants must possess one of the following for consideration for this position. Education: 4-year degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience: courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirements, you must also meet the specialized experience requirement as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Employing a variety of techniques to assess, analyze and verify training needs and establishing long and short-range goals. Identifying, developing, and implementing initiatives that enhance customer service, computer literacy, employer of choice and other national performance measure goals. Formulating recommendations for and administering budget, staff, space, and equipment allocations. Designing, developing, and publishing web-based learning materials or online tutorials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary; however, some walking, standing, bending and climbing is required to review activities outside the office and to attend committee meetings. Travel may be required to attend VISN meetings or appropriate conferences.
