This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Pine Bluff Arsenal.
Duties
Maintain power distribution equipment to ensure safe and proper operation.
Identify signs of improper operation of electrical equipment to troubleshoot and implement solutions.
Design emergency hook-up’s and restore power after outages to resolve electrical disruption.
Interpret wiring diagrams for lighting protection systems.
Apply techniques and methods of maintenance, repair, and testing to integrate into the electrical system.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Employment is contingent upon satisfactory completion of a pre-appointment physical requirement and annual physical thereafter.
- This position is a drug testing designated position.
- The employee must possess and maintain a valid state driver's license and any installation and/or DOD requirement for the type of vehicle being operated.
- Moderate to heavy lifting up to 50 pounds is required.

Minimum Qualifications (Screen Out Element): Ability to do the work of a High Voltage Electrician (Motor Vehicle Operator) ~ without more than normal supervision. Using power distribution equipment, such as; determining types of wire, conduit, and transformers. I am skilled in electrical theory such as power factor, transformers, series and parallel circuits, line loading, line losses, and dielectric or conductive properties of materials to calculate circuit valves. I am considered an expert and work with a high degree of independence. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Moderately heavy physical effort is exerted as incumbent works aloft on poles, at ground level, and in ground trenches, or manholes. Work requires bending, stooping, climbing, and standing for long periods Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures. May perform heavy lifting in excess of 50 lbs. and standing 10 hrs. a day. The crane operator has to make continual control changes to maneuver the crane and load around obstructions, to stay within the lifting capacity, and to position the load at the desired location.
Working Conditions: Works outside most of the time, subject to extremes of weather conditions and in close proximity to high voltage lines and equipment. Work requires some work in underground facilities. Subject to injury by contact with high voltage lines, broken bones in falls from poles, strains from awkward positions, and less serious cuts and bruises when handling tools and materials. Working conditions were considered in evaluation of the job. NOTE: Employee performs work in an environment which subjects him to disagreeable or hazardous noise levels which are considered environmentally unsafe without the use of protective gear. Employee is provided and must wear approved hearing protective devices; therefore, adverse health effects to the employees are eliminated. Employee is subject to an annual audiometric evaluation at the PBA medical facility.
