The incumbent serves as a professional member of the Polytrauma Rehabilitation Program and a member of the Spinal Cord Injury and Disorders (SCI/D) Program at the Minneapolis Veterans Affairs Medical Center. The incumbent also serves as a professional member of the clinical staff of the Speech Pathology Section within the Rehabilitation and Extended Care (REC) at the Minneapolis Veterans Affairs Medical Center.
Duties
Major duties include, but are not limited to:
Clinical:
Uses a wide range of knowledge of, and skill in applying, a wide range theories, principles, and methodologies in the practice of speech-language pathology to a wide range of populations;
Develops coherent treatment strategies;
Incorporates new clinical procedures sufficient to perform clinical services under the supervision of a licensed speech pathologist for complex cases;
Conducts assessments, provides treatment interventions, and provides consultation to other health care professionals;
Has knowledge of speech-language pathology instrumentation;
Has knowledge of principles and techniques used in augmentative and alternative communication (AAC) systems, diagnosis and treatment of dysphagia, and cognitive-communication disorders;
Has knowledge of principles and techniques used in voice disorders including alaryngeal and trach/ventilator-dependent patients to perform functions associated with contemporary speech-language pathology scope of practice;
Exercises clinical judgment and adapts clinical procedures and techniques to accommodate age-specific and unique patient conditions, needs, and expectations.
Consults with physicians and other health care practitioners related to diagnostic evaluation and treatment.
Documents in the medical record: evaluates, diagnosis and clinical opinion, treatment plans, outcomes of treatment, changes in functional status, and patient/family education.
Attends interdisciplinary team meetings; participates with other health care practitioners to address the global needs of the patient, advises on diagnosis and treatment.
Education:
The incumbent provides education to patients and their families regarding the nature and consequences of cognitive communication difficulties, communication impairments and swallowing difficulties; as well as counseling and instruction to families on how they may support their family member in returning to home and community.
The incumbent is responsible for maintaining current knowledge in the evaluation and treatment of brain injury and polytrauma and spinal cord injuries and disorders, communication disorders, and dysphagia by reading current literature and attending professional in-services and meetings.
Administrative:
Documents in the medical record the results and interpretation of results of dysphagia and communication and cognitive evaluations, treatment progress and recommendations, and other additional ancillary recommendations.
Maintains patient records and other data required by the clinic, service, and medical center.
Maintains, supplies, equipment and clinical areas to optimize safety and efficiency. (4) May be requested to service on service-level committees within the medical center.
May perform ancillary assignments, including program management duties on an occasional basis, where the complexity and amount of work is not substantial.
Work Schedule: Monday through Friday

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: SLP candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Education and Experience:
A master's degree, or its equivalent, in speech-language pathology, communication disorders or a directly related field from an accredited college or university and one year of creditable experience (see paragraph 2.g.). OR
A doctoral degree in speech-language pathology, communication disorders and sciences or a related field, from an accredited college or university.
Licensure: Individuals must hold a full, current and unrestricted license in a U.S. state, territory, commonwealth or the District of Columbia.
Non-licensed applicants who otherwise meet the eligibility requirements for SLP licensure may be appointed to a temporary position as a graduate SLP under the authority of 38 U.S.C. § 7405 (c)(2). Individuals appointed as graduate SLPs may not be promoted to the GS-12 level without being fully licensed.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Speech-Language Pathologist, GS-11:
Education: None beyond the basic requirements.
Knowledge, Skills and Abilities (KSAs): In addition to the basic requirements, the candidate must demonstrate all of the following KSAs:
Knowledge of principles and techniques in assessing and treating disorders of speech, language, cognitive-communication and swallowing.
Knowledge of instrumentation and technologies for assessing and treating communication and swallowing disorders.
Ability to adapt clinical procedures and techniques to accommodate unique patient conditions, needs and goals.
Speech-Language Pathologist, GS-12:
Experience: In addition to the basic requirements at the GS-11 level, completing one year of professional experience comparable to the next lower level and possessing a full, current and unrestricted license to practice speech-language pathology.
Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the experience requirements, the candidate must demonstrate all of the following KSAs:
Skill in applying principles and techniques of diagnosis and treatment associated with contemporary speech-language pathology following evidence-based practice for adult patients exhibiting the full range of speech to the full range of patient populations.
Skill in administering and interpreting instrumental swallowing evaluations.
Ability to assess the effectiveness of clinical outcomes and adapt clinical procedures and techniques to accommodate unique patient conditions.
Preferred Experience: Preferred experience in SCI and Traumatic Brain injury populations.

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-12.
