You will serve as a SUPERVISORY IT SPECIALIST in the ELECTROMAGNETICS & ADV TECH DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA. This is a RE-ADVERTISEMENT of Announcement Number: 12430084. Applicants that have previously applied NEED to re-apply to this announcement.

Duties

You will lead Department, and Center level efforts to identify and implement solutions that shape strategy, implements best practices, and champions cross organizational challenges. You will develop and implement strategies to foster teamwork, innovation, and ensure delivery of high-quality products as well as develop new business opportunities and maintain relationships with customers. You will promote NIWC Pacific's reputation for forward thinking through pursuit and demonstration of new technologies and contributes strategic goals. You will be responsible for Division strategic planning and organizational/process improvement, workforce planning and management of the division’s funding allocation. You will provide liaison and coordinates Division focus and direction with senior programmatic and technical sponsors at ONR, DARPA, OSD, NAVSEA, NAVAIR, NAVWAR and many other organizations.

  • This is a Cyberspace Workforce position, work role code Program Manager, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: May be an expert in research and development within the existing business areas or have technical expertise across the C4ISR domain. Provide oversight/management to project teams, which are responsible for a wide range of current and future warfighter capabilities. Provide liaison and coordinates Division focus and direction with senior programmatic and technical sponsors 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Provide leadership, management and supervision to approximately 130 personnel. Under supervision of the Cyber / S&T Department Head, responsible for Division strategic planning and organizational/process improvement, workforce planning and management of the division's funding allocation. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Serving as a steward of the department and center. Demonstrate High Performance Leadership Philosophy and comply with ongoing special emphasis programs in areas of internal management control, prevention of fraud, waste and mismanagement, safety/environmental, security requirements, property management, procurement, finance and actively support the Equal Employment. Specialized experience must demonstrate the following: Recognized as an expert and leads Department and Center level efforts to identify and implement solutions that shape strategy, implements best practices, and champions cross organizational challenges. NM-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band NM-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Provide oversight/management to project teams and is responsible for Division strategic planning and organizational/process improvement, workforce planning and management of the division's funding allocation.
