This position is located in the Department of Homeland Security, United States Coast Guard, Surface Acquisition Logistics Center, Baltimore, MD.

Duties

This position is located at the Surface Acquisitions Logistics Center (SALC). The incumbent primarily functions as a Contracting Officer’s Representative (COR), performing work involved with reviewing contract deliverables requirements list products, drafting technical repair and maintenance specifications, collecting, analyzing, interpreting, specialized information about electrical, propulsion and auxiliary machinery systems, and providing such information through advisory services to those who design, test, produce, procure, supply, operate, repair, or dispose of equipment. Functions also include Maintenance/Provisioning work involved in developing or revising equipment maintenance programs and providing determination of quantitative allowance requirements for field support. . Knowledge is of the type gained from technical training, education, and experience in lifecycle support functions such as repairing, overhauling, maintaining, constructing, or inspecting equipment.

Qualifications

QUALIFICATIONS FOR GS-12: Candidates must have at least 1 full year of experience equivalent to at least the GS-11 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of equipment. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. The incumbent will be required to complete Specialized Training within 1 - 2 years that includes: Successful completion of Naval Sea Systems Command’s Level 2 Classic Reliability Centered Maintenance (RCM) class for Maintenance Requirement Developers. Successful completion of Contracting Officers Technical Representative training in accordance with the DHS Management Directive (MD 0780.1) National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
