Serves as the Utility Systems Operations Supervisor for Engineering Service, at the Veterans Healthcare System of the Ozarks (VHSO) in Fayetteville, AR, with responsibility for the engineering Utility Systems Operations. Engineering Utility Systems Operations Section provides direction and oversight of VHSO's Boiler Plant, Chiller Plant, water and steam distribution and utility systems.

Duties

Responsible and accountable for the complete and efficient operation of the Boiler Plant, Chiller Plant, Water Distribution, and associated systems The employee provides direction to approximately {16) EMPLOYEES (7) WG-5402-09 Boiler Plant Operators, (7) WG-5306-10 A/C Equipment Mechanics, and (2) WG-4202-10 Pipe Fitters. Full administrative and managerial responsibilities for planning, staffing, budgeting, developing and effectively managing the facility utility systems in accordance with goals/objectives set forth by the Chief, Engineering Service. Initiates, moldsand sets policy, procedures, standards and goals for the Engineering Program; develops and applies an internal program of management review, appraisal, and improvement; establishes priorities which recognize and incorporate budget and manpower constraints; provides for formal and on-the-job training and instruction for the staff; and coordinates engineering activities with other administrative and clinical Service Lines in the medical center. Advises Engineering Leadership daily of any problems with major critical equipment, overtime needs, or problems with resource acquisition or allocation; performs pre technical reviews of utility systems equipment; has responsibility for site preparation cost estimates, equipment space and utility's needs, and ensuring compatibility with existing equipment. Maintains close liaison with other departmental executives and with discipline-specific leadership. Maintains constant surveillance of Engineering compliance with standards of the Joint Commission and other accrediting and regulatory agencies. Responsible for ensuring and maintaining safety and compliance within the boiler and chillerplants; and is given maximum authority and flexibility to manage the Engineering Utility Systems Operations Section within established VHA and medical center policies and procedures, program guides, technical literature, and other related sources. Plans the daily, weekly, and monthly distribution of to ensure the proper and efficient use of resources while motivating the employees in the section to perform as an effective team. Reviews and evaluates program elements; i.e., budget, staffing, policies and other resources to determine changes necessary to achieve desired goals. Administers a continuing education and training program including instruction as to the proper use of safety devices and safe work habits and personal protective equipment. Training requirements of the supervisor include classes on Joint Commission standards, OSHA requirements, NFPA codes and standards, and hazard communication, on a continuing basis. Ensure compliance with all VHA and local directives related to safety, life safety, health, hazardous materials (including maintaining material safety data sheets and updating the chemical inventory every six months) and emergency management; shall ensure employees or contractors under their direction abide by all OSHA, EPA, NRC, DOT, DEQ, JCAHO and other federal, state or local safety and health requirements.
