This position is located in the Department of Homeland Security, United States Coast Guard, COMMANDANT (CG-8) Director of Financial Operations-Comptroller (CG-8C) Office of Financial Policy, Reporting & Property (CG-84) Accounting Operations Branch (CG-8421).
Duties
You will serve as a Branch Chief, Accounting Operations Branch (CG-8421). In this capacity, you will lead and serve as a technical expert for numerous Coast Guide (CG)-wide initiatives. This includes supporting the Annual DHS Office of Inspector General (OIG) Chief Financial Officer (CFO) Financial Statement Audit, the CG-wide assessment of Internal Controls over Financial Reporting, and the Monthly Financial Reporting, to include fluctuation and trend analysis of Coast Guard Financial Statements, trading partner reconciliation, implementing continuous improvement and automation over the manual journal voucher and on-top adjustment processes, and analyzing and implementing corrections for anomalous accounting transactions relating to posting logic or Accounting System functionality. You will also be responsible for supporting the establishment of financial indicators that facilitate and assist in improving stewardship of CG assets and financial reporting.

Qualifications
To meet the Basic Requirements, you must meet one of the following: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")ORB. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.In addition to the Basic Requirement, you must meet the following Specialized Experience:
To be considered at the GS-14 level: Applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. For this position, specialized experience includes accounting, reviewing reconciliations and reports, reviewing financial statements for compliance with Generally Accepted Accounting Principles, OIG and the Internal Revenue Service; monitoring and performing analysis of manual journal vouchers and on-the-top adjustments; participating in workgroups and studies of CG financial processes and assisting in the resolution of outstanding issues including new or changes in reporting requirements; and developing and implementing fundamentally sound financial management, accounting and internal control policies, identifying problems areas and developing solutions to improve operating program effectiveness; advising program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
