THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a RESOURCE MANAGER (Title 5), Position Description Number T5432P01 and is part of the RI Joint Force Headquarters, National Guard. The purpose of this position is to accomplish management and financial administration of programs under the control of the CFMO. Supervises the work of the function.

Duties

Serves as a principal advisor to the CFMO regarding resource management. Initiates, administers, and executes necessary actions for CFMO programs. Ensures regulatory and procedural compliance with the Master Cooperative Agreement (MCA), and other Federal, state, and local regulations. Develops internal controls and monitors programs to ensure state priorities and mission objectives are achieved. Compiles fiscal funding reports; and advises the CFMO, applicable USPFO personnel/specialists, and state personnel of funding status and projected funding availability via briefings and/or written updates. Acts as the central point of contact for funds accounting among the State, USPFO, and other funding entities. Reviews, edits and consolidates annual and multi-year budgets and proposals for programs into consolidated budget submissions, grants proposals and other funding requests, ensuring that data in requests are formally and accurately documented. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training, and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Performs other duties as assigned.

  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this positions.
  • Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG.
  • Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

Qualifications

GENERAL EXPERIENCE: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have experience equivalent to at least the next lower grade level (GS 11). All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one ­year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience.
