The Leadership Development Practitioner is responsible for supporting ILEAD's leadership development programs by identifying, developing, and strategically managing leadership talent across VA and VHA by providing and supporting a range of programs and resources to prepare VA employees to become better leaders.
Duties
This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, and CTAP (Career Transition Assistance Plan for surplus/displaced employees) eligible employees.
The major duties of this position include but are not limited to:
Identify and administer leadership assessment tools to measure and evaluate the leadership traits of employees, up to and including senior executives. Interpret and apply leadership assessment tool results for use in the recruitment, selection, and development of employees for leadership programs/resources.
Counsel employee talent using assessment data to help the client understand his/her capacity for leadership, identify and explore traits or behaviors to strengthen or modify in meeting leadership abilities, and set goals with the client to develop realistic training or career expectations for achieving leadership goals.
Analyze and translate leadership assessment results into research studies that provide advisement and consultation to senior leadership/stakeholders on the direction, barriers, or limits of current/proposed leader development strategies.
Collaborate with peers to develop, implement, and/or provide consult on instructional modules, resources, or special projects for use in leadership development programs. Serve as principal advisor and resource to staff and leadership, and to clients and stakeholders, on the psychological principles, theories, and methods that shape leadership behaviors and skills/capacities.
Make authoritative recommendations on leadership development methods, policies, and plans in alignment with professional training and judgment to senior executives/leaders, including various executive boards, councils and committees, program office staff, field-based offices, and employees.
Facilitate and mitigate difficult and complex situations that may be triggered by employee talent involvement in leadership development programs (e.g., simulation exercises, counseling/coaching, assessment debrief).

Qualifications
Basic Requirements:
Citizenship: Be a citizen of the United States.
English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education Requirement:
You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment of this position. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology); OR
Possess a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:
The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and
The specialty in which you were retrained is consistent with the assignment you are am applying for; OR
Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
Internship Requirement:
You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR
New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR,
Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification); OR
Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program.
Licensure - Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia.
Experience and Education: In additional to meeting the basic requirements as stated above, you must have the following:
GS-13 Level: Formal education in industrial/organizational psychology and use of leadership personality tools (Hogan). At least 2 additional years of experience, with at least one year equivalent to the GS-12 level, as a professional psychologist that was obtained through employment as a psychologist or through participating in a supervised post-doctoral psychology training program that demonstrates 1) active professional practice that was paid/non-paid employment and/or 2) a full, current and unrestricted license. To be creditable, the experience must have required the use of knowledge, skills, abilities and other characteristics associated with current psychology practice:
Knowledge of, and ability to apply, professional psychological treatments to a full range of patient populations.
Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
Knowledge of clinical research literature.
*Experience is only creditable if it is post-doctoral degree experience as a professional psychologist directly related to the duties performed. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Specialized Experience: This work requires specialized, administrative (non-clinical) experience in identifying, developing, and measuring leadership competencies within employee populations. Formal I/O Psychology training is the accepted industry standard for personnel psychology work. Two years of full-time experience in the design and management of leadership development programming for employee populations; design, implementation, and analysis of formal research in the field of leadership development; and use of Hogan assessment tools in executive coaching sessions.
