The position is in the Office of the Chief Counsel, Bureau of the Fiscal Service, a bureau within the Department of the Treasury. The Bureau's mission is to promote the financial integrity and operational efficiency of the federal government through exceptional accounting, financing, collections, payments, and shared services.

Duties

This position is located with our operational support team and will spend part of their time providing legal support to the bureau's debt collection portfolio. The position will also support other operational work and areas within the office as needed. The incumbent renders legal advice and opinions to agency officials, including operating managers, supervisors, and directors of the Bureau on specifically assigned legal matters pertaining to the operations of the Bureau; may also represent the Bureau in administrative proceedings and assist in representing the Bureau's interests in matters before the Federal courts.
As an Attorney Advisor (General), you will:
- Advise, perform legal research and prepare briefings, presentations and legal decision memoranda on matters requiring the interpretation and application of statutes, regulations, court decisions, administrative decisions, Departmental precedents, Bureau policies and technical publications involving many fields of law related to Bureau operations.
- Provide counsel and legal advice to Bureau officials and clients on the broad range of issues that arise in the performance of their respective duties. Provide training to Bureau employees on issues related to the Bureau's program areas. Review forms and correspondence prepared for the signature of Bureau officials.
- Ensure that consistent, proper interpretations of statutes and regulations are made to further Bureau area or areas of program activity and operations.
- When assigned or as appropriate, represent the Bureau in administrative proceedings, and conduct discovery and prepare pleadings, litigation reports, agency reports, and briefs; and recommend, negotiate, and draft settlements.
- Assist in defending or advocating the Bureau's position in Federal court litigation, when the Bureau is a party, by providing technical assistance and information to U.S. Department of Justice (DOJ) litigation counsel, and by preparing litigation reports, and assisting in the drafting of pleadings, affidavits and briefs, when appropriate. Also, when requested and when appropriate, may assist DOJ litigation counsel in cases in which a Bureau official is sued in an individual capacity and is represented by DOJ.
Qualifications
You must meet the following requirements by the closing date of this announcement.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.
For the GS-13, you must have at least two years of experience as a practicing attorney with at least 18 months of that experience at the GS-12 or equivalent level.
Examples of this experience could include:
Experience with Federal debt collection laws, including but not limited to the Debt Collection Improvement Act of 1996, the Fair Credit Reporting Act of 1970, the Fair Debt Collection Practices Act, and the Federal Claims Collection Standards. OR
Experience thinking strategically and communicating clearly about legal and other operational risk, and accepting new tasks and responsibilities as such. OR
Experience drafting or revising organizational policies, based upon continuing review of case law, appropriate legislation, and regulatory, implementation, to minimize organizational legal risk; OR
Experience working with a legal office's leadership to help agency management officials think strategically about practices and postures to improve litigation outcomes.
In addition to the qualification requirements identified above, in accordance with Treasury's Department-wide policy on employment in the excepted service, eighteen months of time-in-grade is required prior to being placed into a Treasury position at the next higher grade level, if the attorney worked in the Federal government within the previous 52 weeks.
Education
Education Requirements:
Law Degree: Applicants must possess a J.D. or LL.B from a
law school accredited by the American Bar Association (ABA)
AND
Bar Membership: Applicants
must currently be an active member in good standing of the bar in any state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Applicant must provide proof of bar membership. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
