THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET TECHNICIAN (TITLE 32), Position Description Number D0882000 and is part of the IL DCSOPS, National Guard.

Duties

As a BUDGET TECHNICIAN (TITLE 32), GS-0561-6/7, you will provide technical support for budget analysis and budget administration. Major Duties - This is NOT an all-inclusive list: Independently compile, consolidate, coordinate and organize the submission of the budget request covering the organizations projected annual program and administrative expenses. Responsible for the timeliness, arithmetical agreement and procedural adequacy of all forms and documents required to support the budget request. Familiar with a wide variety of procedural instructions and regulatory requirements issued by the state and higher echelons within NGB. Exercise judgment in interpreting and applying guidelines for compiling, consolidating, organizing, preparing and documenting budget requests for submission to NGB. Advise on and interpret procedural requirements to managers and staff officials and develop supplementary instructions covering reporting requirements and deadlines for issuance at local level. Identify, compile, consolidate, check, verify and organize a wide variety of detailed budgetary data relating to different appropriation accounts, object classes and line items covering program and administrative expenses. Choose the proper guidelines and sequence of procedures to be followed in compiling and submitting the budget request. Recommends modifications and draft revisions to local guidelines for such things as budget estimates, reports and processing of funding requests.

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Not to exceed the Rank of E9 GENERAL EXPERIENCE: MUST possess experience, education, or training involving analytical abilities; skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing; progressively responsible clerical, office, or other work that indicates ability to acquire the knowledge and skills needed to perform the duties of the position to be filled; ability to plan and organize work; competency in research, writing, and judgment typically gained through college education or progressively responsible experiences; ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-7 Level MUST possess at least 1-year equivalent to the GS-6 Level; experience with a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget and financial transactions; knowledge of various budget and financial regulations, laws and requirements to ensure compliance and recommend action; knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations; experience using a variety of budget functional areas and the relationships to other functions in order to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity; knowledge of extensive and diverse budget regulations, operations and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints or discrepancies, provide advice or perform other work that requires authoritative procedural knowledge. GS-6 Level MUST possess at least 1-year equivalent to the GS-5 Level; experience with a wide variety of interrelated steps, conditions and procedures or processes required to assemble, review and maintain complex budget and financial transactions; knowledge of various budget and financial regulations, laws and requirements to ensure compliance and recommend action; knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You must meet the following education requirement to qualify for this position: must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Applicants, who completed military service financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-06 and GS-07 level positions.
