This position is located in the Police Service of the VA Medical Center in Albuquerque. The mission of the Security Specialist - Non-Uniformed is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through compliance inspections, regulatory law compliance skills, inspections, and joint crime prevention activities, and systems utilization.

Duties

Duties Include but are not limited to following: Provides compliance support for Veterans Health Administration, Veterans Benefits Administration, National Cemetery Administration and Veterans Administration Regional Office (VHA/VBA/NCA/VARO). Assist in evaluating risk and developing procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage and theft. Participates with senior-level leadership and provides suggestions to the Chief of Police regarding matters pertaining to security systems and security of other VA/VHA/NCA/VARO assets. Serves on focused groups regarding security policy, doctrine, utility and implementation. Provides input in discussions and drafts changes for higher leadership's review and approval. Ensures security requirements, including appropriate safeguards, cameras, panic and intrusion alarms are implemented. Provides input during assigned phases of the design and construction of planned Veterans Health Administration (VHA) projects concerning security engineering and electronic security systems. Collects information and prepares reports on the facilities compliance with VA operations, regulations Physical Security and Physical Access Control Systems (PACs). Identifies conflicts between VHA and OIT Security requirements/regulations during security surveys. Receives training in conducting system audits and evaluates reports of alleged security violations. Establishes, develops, and maintains effective working relationships with other staff offices. Attends security meetings and gathers new or changed security program information to provide security personnel and others in attendance. Completes formal training courses in the following areas: Police Program Inspection, Instructor Development. Develops various security-related documents, spreadsheets, graphs, reports and presentations using various automated systems and software packages, including the Veterans Health Information and Technology Architecture (VistA) System, MicrosoftWord, Excel, PowerPoint to enter, access and retrieve information in the medical center computer system. Work Schedule: Full time, Monday thru Friday, 8:00AM to 4:00PM Telework: This is eligible for telework (Ad-hoc basis). Compressed/Flexible Schedule: This is eligible for compress schedule. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: implementation, testing, evaluating, and make recommendations for all alarms, surveillance cameras, and physical security surveys and assessments in addition to all aspects of the Physical Security Program. OR, Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Physical Security Specialist. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education to the above experience or education requirements. You will be rated on the following Competencies for this position: Computer SkillsInterpersonal SkillsPersonnel Security and SafetyPublic Safety and Security Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders indoors and outdoors.
