This Supervisory Medical Care Transpiration Technician - Supervisory Paramedic position is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), Veterans Transportation Services (VTS), Ambulance Service, in various VA Medical Center (VAMC) locations with an emergency room, acute care or urgent care clinic, or other similar departments performing basic and advanced life support procedures. This position is located in Ann Arbor, Michigan.
Duties

The Supervisory Medical Care Transportation Technician performs technical duties as a Paramedic (Basic and Advanced Life Support Services). In addition to performing all the duties and responsibilities of a Paramedic, the person in this position will, as a regular and recurring part of their assignment, exercise supervisory authorities and responsibilities over the Ambulance Services Program (ASP).
The major duties include but are not limited to:
Oversees all aspects of the Ambulance Services Program (ASP);
Performs the full range of supervisory responsibilities to include but not limited to creates, adjusts and approves ASP employee schedules as well as reviewing and approving leave requests; interviews candidates for positions and recommends appointment, promotion or reassignment; observes performance and develops performance standards; resolves formal and informal complaints; prepares and recommends awards or bonuses; provides advice and counsel related to work and administrative matters; assures subordinates are trained, etc.;
Prepares forecasts of funds needed for equipment, materials and supplies;
Responds to on-site accidents and other emergencies involving injury and illnesses;
Determines and prioritizes appropriate medical treatment/procedures;
Performs patient triage and records patient's vital signs;
Administers basic and advanced life support care at emergency scene in accordance with established medical standards;
Provides fluid resuscitation by IV and manages trauma injuries;
Operates or utilizes various emergency vehicles and emergency/medical equipment;
Follows safety procedures, utilizes safety equipment and monitors work environment to ensure safety of employees and other individuals;
Operates the emergency transport vehicle and uses telephone and radio communications equipment and systems;
Assists in lifting and carrying patients into or out of transport vehicles and into treatment facility; and,
Performs all other duties as assigned.
Work Schedule: Supervisory Paramedics may work rotating shifts, including holidays, and are subject to occasional recall to maintain adequate coverage of the Emergency Department and ambulance service 24 hours a day, 7 days a week. Mandatory overtime may be required due to run times that may extend beyond normal scheduled work hours.

Condition of continued employment: Paramedic shall obtain certification as a National Registered Emergency Medical Technician (Paramedic) no later than (NLT) 18 months after employment as condition of continued employment with VA.
Qualifications
English Language Proficiency Requirement: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to perform the duties of this position.

SELECTIVE PLACEMENT FACTOR (SCREEN-OUT) - FOUR Selective Placement Factors (SPF) have been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.
Must possess a valid/current state issued license/certification for eligibility for employment (Paramedic).
Must possess and maintain current Basic Life Support Provider (BLS) Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration).
Must possess and maintain Advanced Cardiac Life Support Provider Certification. (CERTIFICATIONS REQUIRED to receive credit for further consideration).
Possess a valid and unrestricted state driver's license. (Please DO NOT provide driver's license. We may not accept pictures. This requirement will be verified during interview).
In addition to the English Language Proficiency and Selective Placement Factors above, to qualify for this position at the GS-11 grade level, you must meet one of the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-10) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the Medical Care Transportation Technician - Supervisory Paramedic. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Specialized experience is serving as a lead/supervisor and technical advisor pertaining to emergency medical services; performing the duties and responsibilities of a paramedic that includes but is not limited to responding to accidents and other emergencies involving injury and illness; supervising and/or administering life-sustaining aid to patients; performing patient triage and employing a variety of advanced emergency medicine procedures during transport; planning the work of other paramedics and subordinate staff members; and observing workers' performance and conducting performance evaluations. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or an internship where it is directly related to the work of the Supervisory Medical Care Transportation Technician position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include courses directly related to the work of the Supervisory Medical Care Transportation Technician position. This education must have been obtained in an accredited college or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

Physical Requirements: The person in this position frequently encounters unsafe or hazardous conditions. The work involves loading and unloading patients, either by wheelchair or stretcher and seeing that the patient is secured.
