You will serve as a PROGRAM MANAGER in the PROJECT MANAGEMENT PLANNING & DESIGN DIVISION of NAVAL FACILITIES ENG COMMAND HAWAII, NAVY CLOSURE TASK FORCE (NCTF) RED HILL N4 FACILITIES DIRECTORATE.
As part of the directorate planning team, you will facilitate planning and management of closure activities and coordinate with other NAVFAC directorates and divisions, NCTF directorates, and regulatory agencies to meet mission requirements related to the Red Hill Bulk Fuel Storage Facility (RHBFSF)
Duties
You will be responsible for a highly complex program involving facilities sustainment, regulatory compliance, and project management for the decommissioning and closure of the RHBFSF.
You will ensure that all work plans are reviewed and approved with NCTF-RH prior to execution.
You will coordinate requirements for execution with NAVFAC Hawaii in accordance with NAVFAC business management rules and guidance.
You will coordinate work plans and convert them to a Concept of Operations (CONOPS) brief for the NCTF-RH Commander and NAVFAC Hawaii Commanding Officer.
You will ensure that all work is properly planned in advance, including funding, scope, and requirements.
You will conduct work plan analyses to ensure all work is in compliance with the technical requirements and will be executed safely and in a manner protective of the environment.
You will attend and cognizance with multiple technical working groups with the United States Environmental Protection Agency (US EPA) and the State of Hawaii
Department of Health (HI DOH) for all LOEs.
You will ensure that the work meets mission requirements and complies with EPA and DOH direction.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Coordinating and the integration of planning, budgeting, development, execution, assessment, and validation of workload in support of various construction products and services; 2) Compiling project data such as budget, schedule, and work plans for analyses; 3) Conducting work plan analyses; 4) Reviewing of work in process (WIP) for key projects; and 5) Handling technical proposal and recommendations for facility projects.
