About the Position: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) will rapidly and efficiently research,develop,prototype, test, evaluate, procure, transition, and/or field critical enabling technologies and capabilities that address near-term and mid-term threats. the RCCTO will produce or acquire material solutions, consistent with the Army's modernization priorities that maximize Soldiers' capabilities to deploy, fight, and win on future battlefields.

Duties

Responsible for high priority classified programs utilizing an expert level of knowledge and skill in applying the full range of pre-award and post- award functions including negotiations, cost/price analysis, contract administration, and closeout. Develops acquisition strategies and executes all phases of the contracting process in an environment of managed risks. Plans and organizes contracting and other business management activities in a risk tolerant environment. Ensures acquisitions comply with legal and regulatory requirements and meet program objectives supporting this specialized, rapid response capability of special interest to the Secretary of the Army and Chief of Staff of the Army. Exercises influence over policies, programs, and procedural aspects of acquisition programs within RCO. Establishes and reviews contracts and contractor performance, including award fee assessments on critical programs and projects. Develops recommendations based on in-depth analysis of issues and consideration of overall acquisition strategies, budgetary constraints,business environment, and human resources. Manages and executes contracts as a warranted contracting officer including a variety of contracting approaches and relationships associated with pre-award planning, and post--award management. Develops contracting and acquisition principles to include streamlining policy, practices, and procedures to expedite fielding of combat capabilities. Advises technical team in demonstrating and transitioning concepts for Army application. Reviews RCO contracting activities to ensure non-duplication of efforts as well as potential leveraging of contract activities across DoD and the civilian agencies. Analyzes changes in acquisition policy as it affects assigned programs and prepares recommendations for streamlined implementation. Develops acquisition objectives and milestones to obtain the contracted services within the time frame demanded for the particular project. Provides specific requirements into Requests for Proposals (RFP). Prepares negotiation objectives, participates actively in negotiation procedures, chairs and/or participates in negotiation conferences with senior Government officials and industry corporate officers. Establishes and guides Proposal Evaluation Boards and Past Performance Risk Assessment Groups. Performs contract management functions in accordance with the Federal Acquisition Regulation and contractual agreements. Develops unique Alternate Dispute Resolution techniques and implement during contract performance to "off-set" claims against the Government before they occur. Advises on the formulation and justification of both financial and technical aspects of assigned Army investment programs in support of the budget process.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional) certification within 36 months as of entrance on duty.
  • The duties of this position require occasional temporary duty (TDY) travel up to 25% of the time.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • The position is Non-Critical Sensitive (2) requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance

Qualifications

Basic Requirement (IOR) for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Bachelor's Degree Transcripts must be submitted with conferred date.) OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below for specialized experience. Specialized Experience: Applicant must have at least one year of specialized experience at the NH-02 (GS-11 equivalent grade) to include: 1). Completing procurements through formal advertising or negotiated procedures, which are governed by specific laws, regulations, national policy, and directives mandated by the federal government; 2). Applying the full range of pre-award and post-award functions including negotiations, cost/price analysis,contract administration, and closeout for all assigned contracts; 3). Conducting conferences and issuing solicitation notices in compliance with regulatory and procedural guidelines; and advising senior management on key contracting and procurement issues.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). This is an Army Acquisition, Logistics and Technology Workforce position.
