Duties

The incumbent will: Work in coordination with the U.S. Global Malaria Coordinator on strategy development, objective setting, and identifying and addressing emergent priorities in close collaboration with the USAID and CDC Agency Leads and Deputies. Conduct annual review and provide approval of country malaria operational plans to ensure programs are technically sound and provides technical and programmatic guidance for country malaria operational plans as a key leader in the PMI senior management team. Monitor the performance of PMI activities and use reports to assess measurable outcomes and evaluate overall impact of PMI, including the performance of country specific programs for the effective delivery of malaria interventions and associated trends in malaria morbidity and mortality. Meet with senior government officials in PMI partner countries and at international venues when requested by the U.S. Global Malaria Coordinator to obtain first-hand knowledge of their concerns and needs to inform PMI priorities, and to reinforce efforts to accomplish PMI objectives. Provide advice on problems that require in-depth knowledge and experience in the scientific, epidemiological, and public health aspects of malaria.

Qualifications

Current federal employees must be at or equivalent to the GS-14 or higher grade level to be considered for this position. Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as senior public health leadership as it relates to epidemiologic research, public health surveillance, and laboratory science, including program design, execution, and evaluation. Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package. This also applies to status applicants who are applying to a position in a different occupational series than they are currently or were previously appointed. Applicants who do not submit their transcripts (or list of applicable course work) will be evaluated based on the information provided in their application package (and/or resume) along with their responses to a self-certification question asking if they meet the basic qualifications listed in the vacancy announcement. Those deemed tentatively qualified will be referred for consideration. If selected, applicants will be required to provide an official transcript prior to the final job offer. If the official transcript does not support the educational requirements of the position, the applicant will be considered ineligible for the position.

• the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs
