Primary purpose of the position is to serve as the Supervisory Business Manager providing expert knowledge in analyzing, evaluating, advising, and coordinating health care delivery systems and operations at site specific locations and sends findings to the CBOC Chief. The incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative aspects of the CBOC. Provides managerial oversight to an administrative team of 3-5 direct reports.
Duties
The incumbent is the SME and supports healthcare management for operations and site officials by analyzing, evaluating, advising, and coordinating healthcare delivery systems, access, and operations. Advises on and coordinates administrative policies, programs, and operations. Performs analysis, oversight and supervision over healthcare site operations. Analyzes and is responsible for directive materials from higher authorities, disseminating to responsible personnel in the healthcare system and CBOC as appropriate. Incumbent assists with strategic planning and resource allocation and conducts process improvement initiatives and lean management techniques.
Directs budget, management, staffing, supply, maintenance, facility, administration, logistics, and other services which support a multispecialty CBOC. The incumbent is fully responsible for overseeing the planning, directing, supervising, and coordinating of all the administrative services of the CBOC under their purview. The incumbent works closely with VAMC-based service chiefs to ensure resourcing, supply, and process needs are met for the CBOC including both clinical and administrative service chiefs. Develops internal personnel management policies for employees in the CBOC under their purview.
Duties include but not limited to the following:
The incumbent coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs. Establishes and implements, long-term and short-term term policies and budget execution plans. Establishes financial priorities for needed personnel, services, supplies, and equipment (both medical
and non-medical), and allocates available funds accordingly within the services of control. This requires a thorough understanding of the Government and Department of Veterans Affairs (VA) budget system and process, and in-depth knowledge of the budget along with the Veterans Equitable Resource Allocation (VERA) model.
Assists in the coordination with program managers and with the Medical and Nursing executives to prepare budget proposals that balance past expenses and plans for future program priorities and Veteran growth. He/she is required to be knowledgeable of the requirements for space, personnel, equipment, supplies, and the cost inherent with such needs. Must coordinate resources with parent
VAMC to effectively balance all funds across the health system.
The incumbent has broad, extensive knowledge of government-wide, VA, and Office of Personnel Management (OPM) personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. The position works closely with the Human Resources Officer, CBOC Chief, Service Chiefs, and Senior Leaders to ensure the appropriateness
of personnel actions. Recruitment of, and retention of, a wide variety of professional and technical employees located at this facility will present challenges that the incumbent must plan, coordinate and execute plans for to ensure adequate human capital is available at all times for quality safe patient care.
Incumbent provides direct oversight to administrative staff, with further assistance to the CBOC Chief for oversight over clinical staff. Will ensure the compliance with policies, procedures, programs focused on merit promotion, labor- management relationships, and position management, and fosters a commitment to these standards through subordinate managers, and other senior leaders in the Clinical area.
The Business Manager must establish and maintain good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices. Working with the VAMC Public Affairs Officer, the incumbent will review and/or approve publications for release to the media or develop articles for release. The Business Manager will be called upon to attend and/or speak at various meetings of Veterans and civic organizations and serves on various committees. These formal speaking opportunities, meetings, and events will promote the understanding of the mission and goals of the CBOC, the health system, and the VAMC Director's goals and priorities.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must possess one (1) full year of specialized experience equivalent to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Qualifying specialized experience would typically include, but are not limited to:
Coordinates budget planning and execution and provides recommendations on the allocation of funds and resources based on adjustments in program objectives and needs
Establishes and implements, long-term and short-term term policies and budget execution plans

Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters
Recruitment of, and retention of, a wide variety of professional and technical employees
Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division
Establish and maintain good relations with various groups, organizations, and institutions including medical schools, other colleges and universities, accrediting agencies, volunteer groups, news media, city and state government, and congressional offices
Designs and implements policies, and procedures to manage administrative and personnel related functions.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required. Work is performed in an office setting in an outpatient clinic.
