You will serve as a GENERAL SUPPLY SPECIALIST in the PUBLIC WORKS DIRECTORATE, SUPPLY CHAIN MANAGEMENT DIVISION of NAVFAC ENGINEERING CMD MID-ATLANTIC.
Duties
You will perform analysis on card purchases to determine if broader contract vehicles (e.g. IDIQ Contracts) may be in order to maintain within established guidelines.
You will monitor the performance of the purchase card function and other programs through review of written documents and examination of records.
You will perform purchase card functions and responsibilities as described in applicable purchase guidance.
You will work independently and resolve all problems including over-shipments, any credits due, non-shipment or material disputes, and tracking material that was shipped for any other problems associated with getting the material or service.
You will make recommendations for new and modified work methods, records and files, guidelines and procedures, automation, and all other workplaces
You will distribute and balance the workload among employees in accordance with established workflow or job specialization and make sure it gets done in a timely manner.
You will instruct employees in specific tasks and job techniques and make available written instructions, reference materials and supplies.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
- This position may require travel from normal duty station to include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring performance of the purchase card function and other programs. 2) Preparing a variety of reports covering the purchase card and other programs. 3) Maintaining a predetermined system of internal controls to prevent fraud, waste, or abuse for areas of responsibility. 4) Performs Approving Official (AO) functions and responsibilities for Purchase Card Holders. 5) Performing purchase card functions and responsibilities. 6) Interacting with the NAVFAC ML Agency Program Coordinator (APC) in the reconciliation process and resolution of associated problems. 7) Responsible to the supervisor for ensuring that the work assignments of the other employees are carried out by performing a range of duties. 8) Requires a complete knowledge and understanding of the implication of the Federal Acquisition Streamlining Act (FASA).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
