Duties

Develops, administers, and evaluates the Employee Assistance Program (EAP) and Wellness Program for DLA Land and Maritime. Performs program advisory services to Commanders and management officials. Provides counseling and referral services to employees related to alcoholism, drug abuse, emotional disorders, and other problems. Plans and provides family advocacy program activities. Interacts with human resource specialists, to correct poor work situations, prevent potential problems, or integrate multiple solutions to minimize impact on activity morale. Conducts program analysis for all EAP functions developed and/or administered to determine activity trends and compliance with program requirements.

Qualifications

To qualify for an Employee Assistance Program Specialist, your resume and supporting Employee Assistance Program Specialist documentation must support: A. Basic Requirement: Bachelor's degree or higher in behavioral or social science, or related disciplines appropriate tothe position. Applicants MUST submit a copy of their official college transcripts from an accredited educational institution, which reflects that a behavioral or social science or equivalent degree was conferred and the date conferred. You MUST provide transcripts or other documentation to support your educational claims. OR Combination of education and experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Provide advice and resolution to problems and/or potential problems in the areas of employee personal and work problems. Perform program analysis for Employee Assistance Program (EAP) functions. Advise employee and management officials on issues up to and including those which are sensitive, serious and controversial (ie alcohol and/or drug abuse, financial difficulties, marital issues, physical disorders, mental disorders, child abuse, legal concerns, etc). Formulate innovative approaches and solutions to personnel matters having substantial impact on organizational mission. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
