The primary purpose is to serve as the Headquarters Air Force Recruiting Service (AFRS) level Accession Medical Standard Program Analyst, analyze & evaluate issues, develop recommendations on behalf of the AFRS Chief Medical Officer, resolve problems/issues of effectiveness & accuracy of work operations in USAF & USSF accession medical & special duty certification programs.
Duties
Functions as the Total Force key focal point and functional expert using a mastery of management and organizational principles, along with a comprehensive knowledge of physical standards and program management expertise, guidance, and processes, to analyze and respond to USAF and USSF occupational suitability high level inquiries (HLIs) or congressional information requests. Develops standardized, consistent responses utilizing data driven risk matrixes to formulate comprehensive medical risk analyses, executive summaries and informational products as needed for AFRS CMO, DAF SG and SAF LL inquiries.
Using Expert knowledge of missions, programs, and organizational relations teamed with a thorough knowledge of quantitative and qualitative methods and techniques for measures covering complex health managerial issues in order to inform standardized policy for the response to and/or vector HLI or SECAF accessions waiver requests. Supports the AFRS CMO planning process with a comprehensive knowledge of medical program goals and objectives, the sequence and timing of program events and milestones, and a range of methods of evaluating the significance and impact of medical standards program accomplishments.
Researches and prepares Command supplements to Air Force directives pertaining to medical examination requirements, techniques, and standards.
Acts as the primary Air Force Recruiting Service representative for all meetings, workshops, and briefings with other DoD agencies where high level inquiries, medical standards policy, requirements, interpretation, and applicability are the subject matter.

- Highly desired for this employee to have bachelor’s degree in health care administration and/or business administration with experience working in the Military Health System.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Health System Administration Series 0671
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically, Thorough knowledge of the relationship of the various military entities involved in overall development and execution of DoD policies and procedures for Medical Standards for Appointment, Enlistment or Induction in the Military Services and Military Academies, Air Force and Sister Service Standards of Medical Fitness and applying medical standards to AF personnel, aviators and other special operational duty personnel, Thorough knowledge of the USAF medical command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect the health care administration and professions to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Extensive knowledge of a wide range of health care management topics, with strong emphasis on issues related to the practice of Aviation Medicine and Occupational Medicine. Topics of primary importance include: physical examination standards for retention and accessions, deployment medicine, and examination techniques.
3. Comprehensive knowledge in the area of analyzing, interpreting, and applying medical standards to Total Force Air Force and United States Space Force personnel, aviators and other special operational duty personnel.
4. Knowledge of the USAF and USSF medical command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect the health care administration and professions to develop and execute complex studies that involve multiple locations, a variety of programs, and numerous issues.
5. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. Ability to work cooperatively and successfully with DoD, SAF, MAJCOM, MTF and other external agency personnel. Ability to communicate effectively and persuasively.
6. Ability to interpret and implement DoD, Air Force, Space Force and MAJCOM policies and procedures and to develop service wide regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective access program. Ability to use, manipulate, and or synthesize various data systems (AIMWTS, PEPP, AFRISS-TF) and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion AFRS and DAF/SG selected opportunities.
