The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Environmental Management Element of the Civil Engineering Squadron. Employee is responsible for managing the technical and administrative operations for the installation environmental programs.

Duties
Plans, organizes, and oversees the activities of the Environmental Element of the Civil Engineering Squadron.
Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors.
Represents the Environmental Element with a variety of installation and functional area organizations.
Communicates and coordinates base Environmental matters with higher headquarters, regulatory agencies, and community officials as needed.
Directs the development and execution of the Environmental budget. Prepares or directs the preparation of planning, programming, and budgeting system (PPBS) documentation in support of the environmental element.

- This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from (cont'd)
- the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP.
- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Community Planning Series 0020, General Natural Resources Management and Biological Sciences Series 0401, General Engineering Series 0801, Environmental Engineering Series 0819, or General Physical Science Series 1301; Group Coverage Qualification Standard for Professional and Scientific Positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of professional engineering/scientific principles, practices, techniques, regulations, and procedures to effectively perform supervisory functions associated with environmental compliance and restoration project development, execution, training, and advisory services. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming and budgeting system (PPBS).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional engineering/scientific principles, practices, techniques, regulations, and procedures to effectively perform supervisory functions associated with environmental compliance and restoration project development, execution, training, and advisory services. Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the Department of Defense (DoD) planning, programming and budgeting system (PPBS).
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.
6. Skill in evaluating state-of-the-art scientific and engineering technologies and incorporating into environmental compliance and restoration. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
