The Primary Purpose of the Position: To provide oversight and management of all administrative staff in the Community Care call center of Patient Administration Service (PAS), audits activities for the community care call center. Conducts studies and analyzes data in a variety of Community Care functions including system redesign, performance measures, compliance, productivity, and supervision of staff.
Duties
Program Administrative Management and Development: Provides overall administrative management of the community care call center, interprets VA, TJC, OIG, Office of Community Care (OCC) and other regulatory agencies' administrative policies. Provides counsel to the PAS Chief, HSS/ AO, and the Executive Staff, on proposed solutions to enhance expedient patient care, continuity of care, and sound resource utilization in external referral processes. Participates in special analytical studies designed to resolve critical programmatic, organizational, or functional problems throughout the Medical Center and complaints and grievances from patients by applying communication, motivational, and leadership skills in advising, instructing, and consulting with difficult elements.
Oversees the community care call center. Conduct follow-ups with outside ancillary personnel to assure proper procedures are being followed and reports data to PAS Chief and HSS/AO regarding community care call center performance metrics. Recommends resolution of problem areas and participates in the management of outside treatment to assure quality, expeditious, and continuity of, patient care. Recommends to Community Care staff regarding coordination with the West Region Payment Operations & Management-VHA Office of Community Care, to optimize effectiveness.
Fund Control Point Obligations Management and Fiscal Management: Validates obligations with Finance. Synchronizes Community Care fund site contributions with anticipated consults for current and next month. Provides fund control point (FCP) management for the Community Care program, which comprises of a multi-million-dollar budget allocation. Requests funds transfers to cover monthly expenses. Develops and applies a forecast equation for monthly obligations for each service and recommends adjustments to obligations for each Service based on that trend. Advises PAS Chief and HSS/ AO of amount spent over various periods of time (month, year, compared to their budget, etc.).
Personnel Supervision: Plans, directs, manages, and supervises PAS Community Care administrative staff, both technically and administratively. These wide variety of programs impact the primary mission of the Medical Center, which cover a comprehensive range of medical, psychiatric, long-term care, alcohol/drug treatment, physical medicine and rehabilitation, mental health services, specialty care, prosthetics, and fee services. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Work Schedule: Monday thru Friday: 7:00am - 3:30pm or 7:30am - 4:00pm or 8:00am - 4:30pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management and organization principles and theories; Knowledge of and skill in applying conventional methods to gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action; Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
