This position is located in Department of Homeland Security, United States Coast Guard, Pacific Area (PACAREA), Prevention Operations Planning Branch (PAC-5P), Vessel Activities & Investigation Section, Alameda, CA.

Duties

The incumbent oversees the development, promulgation, deployment and implementation of operational procedures suitable for operational commanders to accomplish Commercial Vessell Safety (CVS) missions to implement a compliance program for all CVS activities under the regulatory purview of the U.S. Coast Guard. This includes vessel inspection, examination and investigating related activities. The incumbent is a PAC-54 Branch's subject matter expert in CVS activities: including U.S. and foreign vessels and consisting of all types of waterborne commercial vessels ranging from small (Subchapter T or C) inspected vessels (including Commercial Fishing Vessels and Towing Vessels), to deep draft cargo, tank, liquefied gas and other type vessels.  

Requirements

  • This position requires a Secret Clearance.
  • Background Investigation is required.

Qualifications

To qualify for the GS-13 level you must have completed at least 1 year of specialized experience equivalent to at least the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Planning, organizing, directing, and operating a passenger vessel safety program for a large geographic area that affects many different companies and organizations; Reviewing, evaluating, and advising on the full range of activities associated with improving passenger vessel safety programs; Developing safety, inspection and compliance programs and activities and implementing new methods to resolve critical problems resulting from the introduction of new technology; Providing policy guidance and technical assistance to other unit passenger vessel safety coordinators, third party organizations, and state and federal management agencies; Conducting evaluations of on-site passenger vessel safety examination, education, and consultative services administered by the organization; Providing authoritative interpretations of passenger industry vessel safety standards and regulations; Developing training and qualification programs for enforcement and outreach passenger vessel safety activities; and Representing management at conferences and meetings and speaking for an organization regarding the application of passenger vessel safety standards. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Student Loan Incentive:  Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
