Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico (GOM) OCS Region, Office of the Regional Director, Deputy Regional Director for DIEE, Houma District, in Houma, LA and New Orleans, in Jefferson, LA.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Inspects facilities, components, and operations that range from routine to advanced in nature that may require one-of-a-kind inspection methods or techniques
2. Enforces and promotes compliance with safety and environmental requirements for offshore oil and gas operations, and issues that regularly involve unique safety and environmental problems that require new, modified, or innovative inspection and enforcement procedures due to the introduction of new/advanced systems.
3. Reviews all Incidents of Non-compliance (INC's) to aid the District Manager in the determination and development of civil penalty cases. Determines, based on as to which INC's should be forwarded for Civil Penalty Review BSEE policies and procedures.
4. Develops civil penalty cases that are complete and ready for district management approval and then subsequent submittal to the BSEE Office of Enforcement.

This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information
GS-12 (step 1 $100,495 - Step 10 $130,640) per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Reviews INC's for possible civil penalty issues and
2. Conducts complete environmental and safety inspections and
3. Enforces and promotes compliance with safety and environmental requirements for offshore oil and gas operations, and issues that regularly involve unique safety and environmental problems that require new, modified, or innovative inspection and enforcement procedures due to the introduction of new/advanced systems
