This position is located with the Bureau of Indian Affairs, Superintendent, Fort Apache Agency in Whiteriver, Arizona. Responsible for the administration of all aspects of program functions in facilities management.

Duties

This position will perform under the general supervision of the Administrative Officer and will be responsible for the work involved with Facility Management activities that may include: Responsible for integrity of facilities under jurisdiction of Fort Apache Agency with comprehensive knowledge of principle and concepts for heating plants, utility installations, bulk fuel storage, water treatment plants, and repair, renovation or replacement of buildings, structures, and utilities. Incumbent will investigate and analyze new innovative practices that improve the operations and maintenance of all facilities. Must be experienced with techniques of plumbing, heating and ventilation, air conditioning, electrical, structural, and mechanical systems for large building complexes. Responsible for improvement of existing facilities and the development of practices or techniques and preparing justification for eventual development of plans. Skills in managing, planning, organizing maintenance operations where such practice provides life cycle cost advantage. Develop spending plans, analyze contracts, manage project accounts, and manage construction process. Job summary is not conclusive and is subject to full performance of the position description.

Qualifications

GS-12 Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector. Specialized experience is defined as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; or conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; or performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or structures ranging from one-or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
