One (1) position is available in Overland, Missouri.
The incumbent supervises the Finance Section of the Support Services Division and has an overall responsibility of maintaining an effective and efficient daily operation of the organization.
Duties
Major Duties:
Supervises the Support Services Division, Finance Section, with overall responsibility for an effective and efficient operation.
Administers a fiscal program that includes payments for general operating expenditures and benefit programs.
Serves as technical expert on fiscal and accounting activities, providing advice and assistance to RO Leadership on all financial matters.
Formulates, presents, and executes the station's budget.
Provides briefings and advise to RO Leadership, including Division Chiefs, on the availability of funds.
Maintains an integrated computerized accounting system using the principles of double entry, self-balancing set of books.
Establishes and monitors internal controls to assure that public funds are handled in accordance with applicable laws.
Analyzes financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program.
Conducts studies and reviews to evaluate functions and work processes using qualitative and quantitative analysis.
Manages a variety of fiscal activities through subordinate employees in support of operational activities.
Determines training needs of staff.
Advises, counsels, and instructs subordinate employees on work and administrative matters.
Interviews and selects candidates for vacant positions.
May assume the full responsibility of the SSD Chief in the absence of the Chief.

Time-In-Grade Restrictions
Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements.
For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award or General Adjustment SF-50 [for example]). Minimum Qualification Requirements
Applicants must demonstrate that they meet the Minimum Qualification requirements as listed below under Specialized Experience.
Specialized Experience (GS-13)
To qualify, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is experience in a multifaceted program of services, management programs, and budget/fiscal and administrative operations for a federal office. The experience should demonstrate the following:
(1) Preparing administrative study findings, recommendations, plans and reports.
(2) Providing advice on programs and procedures pertaining to the budget, and other finance program activities.
(3) Presenting position papers and technical presentations to top management or the public involving finance program issues.
(4) Conducting independent evaluations of finance functions.
(5) Preparing and monitoring complex budgets and resolving financial management issues.
