Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Natural Resources Specialist. Duties

Works as a member of a professional team of natural resources specialists assigned to scientific and engineering projects, programs and investigations under the jurisdiction of the San Joaquin River Restoration Program (SJRRP). Coordinates with scientists from other agencies in exploring, preparing, developing and implementing short and long-term plans and goals specific to National Environmental Policy Act (NEPA) and Section 7 consultations. Ensures compliance with the NEPA, Endangered Species Act (ESA), Historic Preservation, and pertinent Executive Orders. Determines consistency of Federal review with State review under the California Environmental Quality Act (CEQA) and other state environmental laws and regulations. Evaluates land and water areas to analyze compliance with agreements and scientific mitigation measures. Analyzes construction activities for planning approval, identifies possible resource damaging conditions or problems, and develops reports for wildlife use areas. Plans and implements natural resource improvement projects such as erosion control, fish and wildlife habitat management, habitat containment, and wetland and riparian area restoration. Coordinates pest management measures to protect natural resources on project lands.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position: 1. Degree: Biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet specialized experience in addition to the basic education requirement. This information must be clearly supported in the resume. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated professional experience preparing portions of environmental documents to meet the requirements of the National Environmental Policy Act (NEPA) and the Endangered Species Act (ESA); collecting environmental data and preparing preliminary findings and recommendations; applying biological facts, principles, methods, and techniques to develop convention plans and/or studies. You could otherwise qualify on the basis of Education having .3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related to the position. You may combine specialized experience and education to meet the minimum qualifications. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 07/22/2024.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
