The primary purpose of this position is: To serve as a senior Air Force military rated aviator expertise in developing and disseminating Pacific Air Forces (PACAF) theater strategy, and providing expert guidance and advice to PACAF/CC and other senior leaders.
Duties
Applying Air Force military rated aviator experience, analyzes, develops, implements, and evaluates theater strategy, detailed plans, goals, and objectives for long-range implementation of assigned major command program(s) and provides planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints.
Represents PACAF & 13th Air Force with a variety of DoD organizations and outside agencies.
Ensure that PACAF and 13th Air Force campaign and contingency plans comply with legal and regulatory requirements and meets customer needs.

This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IA W, Do DI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series. 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions; comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, and budgeting process (PPBS); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual Events; thorough knowledge of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBS guidelines and advisory services in support to long-range Air Force war, mobilization, exercise, deployment and similar operations planning efforts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Plans, Strategy, and Programs.
Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and AirForce organizations to provide command level staff guidance.
Knowledge of the application of Air Force rated aviator (e.g. pilot, navigator) expertise as itapplies to assigned programs and weapons systems.
Skill in designing and conducting comprehensive studies, and preparing solutions to especially broad, important military operational contingency area.
Ability to communicate clearly, concisely, and with technical accuracy both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
