This position is located in the Diplomatic Continuity Programs Division, Office of Emergency Management, Bureau of Administration (A/OEM/DCP), in the U.S. Department of Stat (DOS). The position serves as a Security Specialist for the organization in leading and providing expert advice and guidance to the IT/Communications Branch Chief and other senior officials concerning DCP's communications security (COMSEC) and other physical, personnel security programs and initiatives.
Duties
Oversees accountability for COMSEC material in taking receipt of the COMSEC material, receiving, and maintaining keying material, publications and equipment and inventorying and conducting annual audits of the COMSEC material.
Ensures COMSEC material is handled in accordance with federal regulations, that there are no infractions in the process, and that transfers of accountable material are properly recorded and reported.
Provides advice and guidance to Division management and staff concerning physical protection of sensitive or classified information, personnel, facilities, installations, and other sensitive materials.
Leads development and implementation of policies, procedures, methods, standards, and training needed to protect OEM COMSEC information and facilities.
Provides security advice and guidance in the identification of potential operating sites needed for establishment of critical Departmental functions and requirements.
Represents Department and Office on interagency working groups engaged in coordinating government-wide emergency preparedness plans and programs.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Knowledge of communications security (COMSEC), accreditation, federal continuity programs, and other physical, personnel, and information security programs and initiatives.
Experience serving as a subject-matter expert who serves as a liaison to the interagency and Departmental entities for all COMSEC, accreditation, access, and physical security related issues.
Experience encompassing a wide range of security specialties to identify and resolve conventional policy and program objectives, and procedures within the security functional area; knowledge of SCIF, lock/combo, and facility access administrative tasks, and applications in the specialized fields of physical security to provide recommendations to Senior Leadership in an oral and written form.
There is no substitute of education for specialized experience for the GS-13 position.
