As an Industrial Property Officer with the Logistics and Property Management Division, you be responsible for coordinating and providing Center-level oversight of all contract property administration activities at and between NASA Centers. You will serve as the Center expert in contract property matters, advising Contracting Officers, Program and Project Managers, and others on Center logistics activities and correct processes, and requirements for managing government property.

Duties

Coordinate and provide Center-level oversight of all contract property administration activities at and between NASA Centers. Participate in the construction of contract solicitations by assisting the Contracting Officer in determining the appropriate application of clauses, terms, and solicitation provisions based on the anticipated contract circumstances. Participate in acquisition planning sessions to provide advice on logistics and government-furnished property aspects of planned acquisition actions. Provide advice to the Contracting Officer regarding government property issues that may arise, the contractor's past performance of property management and on the evaluation of proposal material related to government property. Advise the Contracting Officer of any needed changes to solicitations. Review contractor proposals to determine if they are responsive to solicitation provisions requiring the submission of plans, practices, systems, and standards and that they address all contract requirements and relevant property system functions. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level: Interpreting and advising Government and contractor personnel on policies, procedures, and practices relating to Government contract property to include sensitive property; Analyzing contractor property management system problems or conflicts in policy and program objectives for contractors with large amounts of Government property; Producing detailed reports pertaining to property management system analyses.
