Duties
The incumbent serves as the agency's Equal Employment Opportunity (EEO) Program Manager with responsibility for: (a) insuring the proper legal processing and resolution of complaints; (b) analyzing and evaluating employment policies; and (c) making recommendations to solve complex Agency discrimination issues and problems. They report directly to the Director of Workplace Diversity.
Requirements

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

B. Specialized Experience
GS-13 In order to be deemed as qualified, candidates must have two years of professional law experience, one year of which must demonstrate specialized experience which is equivalent to the GS-12 grade level in the federal service. Specialized experience is defined as follows: 1. Experience evaluating affirmative employment programs and providing recommendations for improvement as needed. 2. Experience providing legal advice on EEO plans, policies and decisions. 3. Experience ensuring that affirmative employment programs comply with regulatory and statutory requirements and guidance. 4. Experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop strategies for corrective actions. GS-14 In order to be deemed as qualified, candidates must have three years of professional law experience, one year of which must demonstrate specialized experience which is equivalent to the GS-12 grade level in the federal service. Specialized experience is defined as follows: 1. Experience evaluating affirmative employment programs and providing recommendations for improvement as needed. 2. Experience providing legal advice on EEO plans, policies and decisions. 3. Experience ensuring that affirmative employment programs comply with regulatory and statutory requirements and guidance. 4. Experience analyzing, monitoring and evaluating EEO complaints to identify problem areas and develop strategies for corrective actions. 5. Experience identifying institutional and systemic EEO problems, complaint trends, organizational reviews, and workforce analyses in the areas of race, sex, sexual harassment, national origin, grade level, occupation, performance appraisal ratings, or disciplinary actions to identify, analyze and provide advice on solutions to issues which are identified.
PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
