The primary purpose of this position is to assist the Base Records Manager in various records management programs including: Records Management, Freedom of Information Act (FOIA) and Privacy programs. Serves as the alternate Base Records Manager and FOIA/Privacy Officer.
Duties
Manages the installation's Records Information Management (RIM) program: Assists with the administration of the RIM program to align with the agency's business and mission needs. Assists with the development and oversees record management applying established policies, principles, laws, standards and guidelines for paper/electronic records, magnetic, optical, imaged, and any other format for archiving and maintaining information used by the organization.
Manages the operation of the base electronic records staging area and centralized destruction facility. Receives and saves installation's inactive records with a disposition of 11 years to permanent to include unclassified or sensitive records on the electronic records management staging server.
Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc. Specific assignments require a varying number and sequence of steps and use of different functions from one project to another.
Manages Freedom of Information Act (FOIA) Program. In accordance with Public Law, administers program requirements and verify release/denial recommendations from each level.
Manages the Privacy Program. Acts as the alternate Privacy Officer for the base.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- The incumbent maintains the ability to type a minimum of 40 WPM.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of an extensive body of policies, regulations, precedents, rules and procedures covering the establishment, maintenance, archive, and disposition of records and a practical knowledge of processes and objectives of program operations. Working knowledge of Freedom of Information and Privacy Act laws, agency policies, procedures and processes to exercise program management and provide guidance in response to requests for release of documents and information. Skill in applying basic data gathering methods and to collect various types of factual information.
OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.
OR EDUCATION: I have a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA).
2. Knowledge of RIM principles, policies and guidance to operate storage/staging facility and conduct staff assistance visits both physical and online versions. Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies.
3. Skill to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM, FOIA and PA program and automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files.
4. Ability to communicate effectively, both orally gather, analyze, evaluate information, in order to draw conclusions and make recommendations and in writing.
5. Ability to establish, conduct and provide RIM, FOIA and PA training and develop and deliver training in installation standard operating procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
