About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Fort Benning, Georgia 31905. The Maneuver Center of Excellence" is located 100 miles south of Atlanta and is adjacent to Columbus, Georgia and Phenix City, Alabama. The geography and climate are ideal for year round military training. Public transportation and free parking is available.
Duties
Perform a variety of responsibilities that includes design, development, testing, deployment, and maintenance of Defense Finance and Accounting Service (DFAS), Department of Army, and locally developed financial systems.
Participate in the development of accounting and resource systems fulfilling requirements for effective management of resources.
Furnish automated financial systems advice to staff elements concerning processing, recording, and reporting of resource requirements and utilization.
Summarize financial and/or budgetary information related to assigned areas of the organizational financial program.
Training and monitor training provided by Department of Defense for standard systems deployed to the installation and report on the adequacy of the training.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires Financial Management Level 2 Certification within the first two years of employment into this position
- This position may require a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.

To qualify at the GS-09 grade level:
Specialized Experience: One year of specialized experience equivalent which includes providing financial support, customer service, and government travel information data into financial management systems, such as Automated Time Attendance and Production System (ATAAPS) and Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial System Management, Business administration or equivalent field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
To qualify at the GS-11 grade level:
Specialized Experience: One year of specialized experience which includes performing a variety of system and financial tasks which affects the operations and management of varied programs by providing accurate and timely financial and management/manpower data. Work contributes to the attainment of the financial goals of organization by ensuring that the reports are accurately compiled and completed on time and that abnormalities in systems are properly detected and corrected. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Financial System Management, Business administration, or equivalent field of study.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
