You will serve as a Traffic Management Specialist in the Property Management Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA) in one of the following locations: Panama City, Florida, Dam Neck or Dahlgren, Virginia, Mechanicsburg or Philadelphia, Pennsylvania, Carderock or Indian Head, Maryland, or Newport, Rhode Island.

Duties

You will develop and/or interpret transportation policy and procedures and provide authoritative guidance to DoD, military services, and contracted commercial carriers on the movement of material within the Defense Transportation System. You will communicate, plan, and execute traffic management plans across Budget Submission Offices (BSOs) within the Navy and DoD. You will provide advice and guidance on domestic and international freight shipments of Navy owned and Foreign Military Sales (FMS) equipment to collaborate NATO nations. You will serve as a directorate lead and functional manager for customer engagement. You will represent the Command and maintain liaison with a wide range of organizations to support customer requirements for domestic surface transportation services. You will develop methods and procedures to accomplish assigned workload and the program administration. You will develop training sessions designed to provide shippers, stakeholders, and commercial partner with training on a variety of domestic transportation topics.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing recommendations of legislation for transportation into program goals, actions, and policies to ensure policies and processes are coordinated and synchronized. Examples of Qualifying Experience may include demonstrated knowledge of organizational missions, objectives, and procedures; acquisition or logistics; mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness; composing policies, technical guidance, strategies, and vulnerability assessments; providing presentations and interacting with external organizations; demonstrated knowledge of United States Transportation Command (USTRANSCOM) and organizational missions, objectives, procedures, and relationships with other program areas, and the legal and regulatory framework within which the program operates.
