Duties
Plans and conducts financial system research studies, analyzes and evaluates study results, draws conclusions from study results, and makes recommendations for change.
Independently manages and coordinates NAF financial and civilian payroll system projects.
Participates in the development and design of automated pay and finance systems.
Analyzes proposed laws, rules and regulations on finance or civilian pay matters and provides input or recommendations on theproposed laws, rules and regulations to policy personnel.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: participating in the development of system change requirements and documentation for complex automated financial systems; drafting software requirements documents, testing plans, and user help guides; developing and executing software test plans for system change requests (SCRs); identifying issues and recommending solutions or workarounds to support testing and configuration management support efforts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.
