THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PRIMARY PREVENTION SPECIALIST (PREV WF) (TITLE 5) DIRECT HIRE, Position Description Number T0029P01 and is part of the NC COS, National Guard (JFHQ-DJS-IPP / MD 119A-09).
Duties
As a PRIMARY PREVENTION SPECIALIST, GS-0101-11, you will serve as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as an advisor for the Wing/Region/JFHQ-STATE IPP program; serve as a Primary Prevention Integrator (PPI) managing all aspects of a complex integrated primary prevention program (P3) for the Wing/Region/JFHQ-STATE; serve as the Wing/Region/JFHQ-STATE point of contact for the suicide prevention program, workplace and domestic violence programs in a non-clinical primary prevention, here after referred to as prevention, role in coordination with applicable offices and community agencies; deliver initial prevention activities, averting harm or abuse before it occurs; identify risk and protective factors that lead to or protect against unhealthy or unsafe behaviors; promote actions to mitigate environmental factors; examine and interpret population data from the Wing/Region/JFHQ-STATE support inter- and intra-personal violence prevention efforts and programming through the Wing/Region/JFHQ-STATE leadership advisory committees, boards and working groups; serve as a Wing/Region/JFHQ-STATE liaison for local military and civilian agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships; advise Wing/Region commanders in communicating prevention plans and programs to subordinate units; responsible for adopting JFHQ's activities and communication campaigns and overseeing the implementation of JFHQ's IPP strategy within communities in proximity to Units; recruit, train, and facilitate military volunteers for prevention activity implementation.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- Direct Hire Authority will be used to fill this position. The 'Rule of Three', Veterans Preference and traditional rating and ranking of applicant does not apply to this vacancy.
Qualifications
BASIC QUALIFICATION REQUIREMENTS:
Skilled in collecting and analyzing data effectively, efficiently, and accurately;
Ability to write English in reports and presentation formats;
Ability to communicate clearly and effectively;
Skilled in presenting formal training presentations and briefings;
Ability to assess body language and perceive emotional and/or distress levels; and,
Skilled in applying procedures and directives by reading and interpreting program material.
Minimum Experience:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: (Must have at least 36 months)experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
