About the Position: Fort Drum, the home of the 10th Mountain Division (Light Infantry), is located approximately 30 miles from Canada, with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between, offering bountiful outdoor recreational opportunities.

Duties

Manage and coordinate a significant segment of the Installation's environmental program. Direct environmental protection programs to include Sampling and Analysis program and Hazardous Waste Compliance Inspections. Conduct on-site and off-site surveillance audits Review plans, specifications, and cost estimates for a variety of projects for procurement by contract in support of the environmental program. Serve as staff instructor for the Environmental Hazardous Waste Training Program. Identity training needs of Fort Drum civilian and military personnel. Serve as the installation's technical specialist for the program areas under his/her jurisdiction in contacts with other federal agencies Negotiate mitigation plans and provides advice on a variety of difficult compliance issues. Develop or oversee the development of various environmental reports and other documents relating to assigned program areas. Implement and evaluate environmental protection programs to include Hazardous Waste Disposal, Tracking and Storage programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25%

Specialized Experience: One year of specialized experience which includes 1) applying knowledge of standards, regulatory requirements, and pertinent statutes sufficient to provide support for hazardous waste management; 2) Assisting in maintaining hazardous waste compliance, 3) Performing site inspections, collecting data, reviewing documents, managing records and writing reports to recommend corrective action for environmental compliance. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Environmental Science, Biology or a degree similar to the position being filled. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
