Duties

Recreation Fee Clerk & Technician Standard Duties: Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds. Additional duties for GS-04: Operate an electronic cash register, computer, or Point of Sale (POS) system to conduct financial transactions; perform opening and closing functions; issue entrance receipts, tour tickets, permits, etc. Inventory and/or restock fee program supplies and assist with placing orders and preparing requisition requests for equipment/supplies needed. Additional duties for GS-05: Assist higher level personnel with auditing fee collection program components/systems (e.g. cash registers, road/trail registers, honor systems, automated fee machines or AFMs, donation boxes, etc.); assist in completing audit paperwork and documenting findings; communicate audit results to supervisor. Prepare and complete remittance reports and bank deposits for funds donated and/or collected by others. Review shift reports and count funds collected; Investigate and proactively resolve routine or recurring discrepancies, and track overages, shortages, and errors. Additional duties for GS-06: Review and verify the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements. Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding automated and non-automated fee processes, systems, software programs, tools, etc.

Qualifications

All qualifications must be met by the closing date of this announcement-07/12/2024 (unless otherwise stated in this vacancy announcement). Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. Quality Ranking Factor: Handling Money - able to handle, collect, and account for money. To qualify for this position at the GS-03 level, you must possess one of the following: A. Six months of progressively responsible clerical, office, or other work that demonstrates my ability to acquire the knowledge and skills needed to perform the duties of Recreation Fee Clerk. -OR- B. One year of education above high school (30 semester hours or 45 quarter hours) from an accredited institution. -OR- C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. To qualify for this position at the GS-04 level, you must possess one of the following: A. One year of progressively responsible clerical, office, or other work that demonstrates my ability to acquire the knowledge and skills needed to perform the duties of Recreation Fee Clerk. -OR- B. Two years of education above high school (60 semester hours or 90 quarter hours) leading to a bachelor's degree from an accredited institution. -OR- C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. To qualify for this position at the GS-05 level, you must possess one of the following: A. One year of specialized experience equivalent to the GS-04 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-05. Examples of specialized experience include: handling, tracking, or depositing monies; using software programs to maintain financial/accounting data (such as fee and stock data); performing fee collection, accounting or financial duties; or using tools or equipment (e.g., cash registers, calculators, etc.) to make sales transactions; ensuring accountability of funds and accurate financial records. -OR- B. Four years of education above high school (120 semester hours or 180 quarter hours) from an accredited institution. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. -OR- C. Equivalent combination of experience and education that, together, equal 100% of the qualification standards listed above when combined. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. To qualify for this position at the GS-06 level, you must possess one of the following: A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of Recreation Fee Technician, GS-0503-06. Examples of specialized experience include: performing fee collection, accounting or financial duties to include operating a point-of-sale system; using an automated financial system to perform accounting and/or financial transactions; ensuring accountability of funds and accurate financial record; or resolving software issues that arise in the remittance and/or fee collection process. -OR- B. Successful completion of one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. -OR- C. Possession of an equivalent combination of education and experience. For example, 6 months of the specialized experience (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education), equals greater than 100% of the total requirement. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
