The Raymond G Murphy Department of Veterans Affairs Medical Center is seeking 3 Pharmacy Technician (Procurement/Inventory).
Duties
The primary purpose of this position includes: Pharmacy Budget Management; Pharmacy Inventory Management; Adherence to Internal Fiscal Controls; Drug Recall Management; Generic drug product selection; Procurement of all types of pharmaceuticals to include, infectious diseases, oncology, investigational drugs, controlled substances, supply items, Non-Formulary drugs as well as over-the counter and all other prescription drugs. Procurement of specialty medications directly from the manufacturer. Consolidated Mail Outpatient Pharmacy (CMOP) utilization; Compounding Pharmacy standards and regulatory compliance; Procurement of pharmacy automation; Other miscellaneous duties:
The incumbent works to ensure that inventory levels of medications and medical supplies are managed so that patient care is not impaired due to insufficient stock or the unavailability of a therapeutic alternative. (The incumbent knows what actions should be taken and coordinates these actions without assistance or supervisory approval.) Helps conduct all inventory counts, including but not limited to quarterly OIG reports, annual full inventory, and other needs as assigned.
Determines, establishes, and modifies, as necessary, appropriate ordering intervals, inventory levels, most efficient and effective ordering quantities, sources of supply, etc. Several alternative sources of supply are often available covered by Federal Contract, particularly when dealing with generic equivalent drugs. Selection of source from among these choices is often affected not only by cost but also such factors as manufacturers reliability, medical and patient acceptability of the product, product equivalent and specifications, bioavailability data, etc.
Provides authoritative interpretation of procurement issue to pharmacists, providers, technicians and pharmacy supervisor. The incumbent acts in the role of advisor to the pharmacy manager to ensure contract adherence and cost effectiveness. Works closely with Pharmacy Administration to ensure the All Hazards Cache supplies are properly stored and managed.
Maintains pharmacy fund control records, verifies information and reconciles all problems, questions, or discrepancies in this area with appropriate personnel in Fiscal Office. Uses this information to monitor cash flow and adjusts inventory levels and procurement activities to the extent possible to stay within allocated financial resources while maintaining medication inventories sufficient to sustain all areas of patient care.
Gathers facts quickly and accurately when non-formulary purchases are required. Communicates directly with the physician to determine the amount of drug necessary to initiate a course of therapy, which may require the purchase from a local wholesaler, air shipment authorization, borrowing, or a combination of these actions. The remainder of the course of therapy must be obtained in sufficient time to not interrupt treatment.
Maintains accurate records of excessive cost non-formulary medications by patient. Ensure adequate stock to avoid a lapse in therapy. Maintains contact with departments such as Primary Care, Surgery, Radiology, Geriatrics, Psychiatry and Employee health to coordinate changes in medications and materials stocked and the procurement of special medication/items

Qualifications

Basic Requirements:

Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
Pharmacy Technician Certification Board (PTCB), Certified Pharmacy Technician (CPhT).
National Healthcareer Association (NHA), Certified Pharmacy Technician (ExCPT).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Pharmacy Technician (Procurement/Inventory) GS-09:
Experience: One year of progressively complex experience equivalent to the lower grade level.
Certification: For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either:
PTCB as a CPhT, or
NHA as a ExCPT.
Knowledge, Skills, and Abilities (KSAs): In addition to the experience above, the candidate must demonstrate the following KSAs and meet any additional KSAs for the assignment, if indicated:
Expert knowledge serving as a key resource advising others in their particular specialty area or section of the pharmacy (such as procurement, sterile compounding (USP compounding standards), controlled substances DEA, automation, clinical pharmacy, lead tech, contact center, etc.).
Skill in analyzing data for self-driven (independent) performance improvement projects, workload analysis and statistical reports.
Skill in solving problems and implementing corrective actions to maximize outcomes in their program area.
Ability to maintain special accreditations and prepare for national reviews/inspections (e.g., The Joint Commission, Inspector General, American Society of Health System Pharmacists®, controlled substance inspections).
Ability to develop training programs and material for orientation, competency development and educational needs for regulatory requirements within the specialized pharmacy program area.
Knowledge of pharmaceutical and supply inventory requirements to ensure compliance with regulations and national/audit/inspections (e.g., financial regulations, The Joint Commission, Inspector General, American Society of Health-System Pharmacists®, DEA, USP 797/800, FDA 503A/B).
Knowledge of clinical specifications, characteristics and ordering processes of a wide variety of soft prosthetics and supply items (e.g., catheters, colostomy, ileostomy and urostomy supply and associated products) that technicians procure to dispense to Veterans in the outpatient pharmacy setting.
Skill in managing specialized programs related to inventory including, but not limited to, specialty medications and supplies, All Hazards Emergency Cache Program, recalls, reverse distribution and pharmaceutical waste.

Physical Requirements: The work requires the regular and recurring use of a computer monitor and prolonged periods of sitting. However, based on the secondary duty assignments, the work may require regular and recurring physical exertion, involving standing for prolonged periods of time, walking, lifting/carrying of pharmaceutical supplies weighing up to 40 pounds and bending/stooping.
