The primary purpose of this position is to exercise as second level supervisor Security Forces Operations Supervisory Police Officer in the Security Forces Squadron. This position is responsible for day-to-day operations; planning; administration; supervision; and direction of civilian police officer personnel.

Duties

Primary Purpose continued: Develops policies and procedures for accomplishment of assigned security and law enforcement organizational mission. DUTIES: Plans, organizes, and oversees the activities of the 81st Security Forces Squadron. Exercises supervisory personnel management responsibilities. Represents the 81st Security Forces Squadron with a variety of installation and functional area organizations. Performs and enforces the full range of police officer duties within the military installation. This position will support the Federal Government's response efforts to COVID-19.

  • This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of this position is subject to the possibility of a random drug test.
  • Incumbent must be qualified in the use of required weapons. The work may require the employee to drive a motor vehicle and an appropriate, valid driver's license will be required.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required. May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and
  • may be exposed to high levels of noise such as aircraft engines.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.
  • Must undergo initial and periodic job compatibility assessments. Must obtain and maintain current required certifications in CPR techniques, self-aid buddy care, and first aid.
  • Must wear a uniform and meet applicable AF dress and appearance standards and must obtain and maintain a secret security clearance.
  • Must be in compliance with applicable fitness and weight standards.
  • Must pass initial formal law enforcement training school as determined by functional.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties.
  • This position is designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to accomplishment of wartime/contingency operations.

Qualifications

Conditions of Employment Continued: Incumbents of key positions must be removed from their military recall status if alternatives for filing the position during an emergency is not available. Completion of a bachelor's degree from an accredited university is desirable. The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings. This position may require common physical characteristics and abilities and dexterity and the strength to pursue, and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. QUALIFICATIONS: This position is Centrally Managed by the Security Career Field, PCS cost will be paid IAW JTR and Air Force Regulations, DNRP is not authorized. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Police Series 0083 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes responsibility for the day-to-day operations, planning, administration, supervision, and direction of squadron personnel. Developing policies and procedures for accomplishment of assigned security and law enforcement organizational mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Law enforcement and anti-terrorism theories, principles, methods, techniques, and practices to establish policies and procedures and administer a comprehensive security/law enforcement protection program. Knowledge of the tactics, techniques, and procedures necessary for preparation and response to catastrophic events, enemy attacks, and related threats to installations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
