The primary purpose of this position is to serve as an Electrical Planning Technician; to provide cost, scope, drawings and/or detailed Project Management and Planning to determine the method, manpower, material, and fund requirements to complete base real property maintenance, repair, and minor construction on facility infrastructure and systems.

Duties

Serves as a Project Manager, responsible for the overall management, control, coordination and execution of assigned contract projects. Conducts on-site surveys for electrical and power production sections' in-housework orders. Work Order Processing. Works hand-in-hand with the CEO Flight elements. Responsible for all administrative actions related to on-going work order projects. Complies with health, safety, and environmental, rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: practical knowledge of a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs; knowledge and experience is required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis, with considerable time spent searching for information and in discussions with the designer to understand the design concept, to obtain information needed to make the drawings, and to ensure appropriate interaction between components; knowledge and experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs; skill in technical writing sufficient to develop solutions to problems such as procedures and methods of installation of material, extent or scope of work to be performed, quality of materials to be installed, and acceptable levels of workmanship. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc). 2. Ability to read/interpret engineering and architectural plans and specifications and assist in the design of facilities and real property installed equipment. 3. Knowledge of standard contracting regulations, practices, and procedures. 4. Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements. 5. Ability to plan and record site/facility surveys and inspections. Ability to research, analyzes, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. 6. Knowledge of safety and occupational health principles, practices, procedures, laws, and regulations as they relate to Electrical and power production disciplines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
