This position is in the Agricultural Research Service (ARS), Field Organization, Plains Area (PA), Location Support Staff located in Lincoln, NE.
In this position, you will provide leadership in the management of business functions in support of research programs. Such functions include management advisory services, budget, human resources, agreements, purchasing and contracting, safety, and facilities.
Duties
Manages all phases of budget formulation, execution, and administration.
Manages and leads the planning and execution of the Annual Resource Management Plan
(ARMP) for the location.
Performs cost determinations for use in negotiation of such items as overhead charges, use of facilities, personnel to be furnished, and means of compensation.
Advises management officials regarding laws, regulations, and policies dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, and other human resources related activities.
Initiates the visa process in instances where non-citizens have been selected for location positions and assures that the appropriate visa clearance has been received before an entrance on duty date is finalized.
Serves as a resource for Headquarters components in one or more administrative functions to include testing and analysis of systems and participation in task groups with Area/Agency wide implications.
Works closely with location and Area management officials to ensure business needs of the customer are achieved. Integrates management needs with the general business processes of the location.
Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative need, and special problems which may be encountered in processing such requests.

Qualifications

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled
GS-11:
Specialized Experience:Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing administrative policies and procedures for an organization; recommending financial accountability controls; and coordinating recruitment efforts.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, Business Administration, Finance, or Human Resources.
OR
A combination of education and specialized experience.
GS-12:
Specialized Experience:Specialized experience is experience related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience evaluating existing policies and procedures to determine areas that need modification; managing all phases of budget formulation and execution; advising management on human resources laws and regulations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
